Batanes Becoming U.S. Military Stronghold in Northern Philippines to Counter China's Aggression

[music] [music] Escalating tensions between China against Taiwan and the Philippines have forced the United [music] States and its ally the Philippines, whose northernmost point province of Patanis, which is less than 100 miles from Taiwan, [music] to militarize the island, focus on a potential crossstrait conflict and increasing clashes in the West Philippine Sea.

After a year of confrontation at sea and bombast by Chinese authorities, as tensions continue to escalate between China and the Philippines over disputed territory in the South China Sea, Manila has devised a different [music] plan to counter China. Interestingly, it centers around Beijing's kryptonite, [music] Taiwan. The Philippines with the support of the United States is looking to bolster its military capability and strengthen its territorial defenses, specifically northern Luzon, more particularly in Batanes group of island near Taiwan.

[music] Clearly, here is a catch. The Batanis [music] Islands are located just 200 km or 125 mi from Taiwan, a self-ruuled [music] island state that China considers its renegade province and wants to occupy. Two years in a row, from [music] 2024 and 2025, Washington and Manila held combat exercises on the [music] islands in Batanes. Designed to defend the northernmost territory from attack to strengthen the [music] country's territorial defense against threat brought by China, the Armed Forces of the Philippines directed the military to increase the number of troops stationed at the northernmost island, specifically the remote Batanes Island. With the latest naval installations last year, Washington and Manila called [music] for the development of more infrastructure on the island, which will be funded partly by the United States. These include ports that can accommodate large vessels, airport improvement to cater bigger aircraft, and other facilities to be used [music] during crisis, including humanitarian and disaster relief.

Within the last few months, to further strengthen military forces, the United States and the [music] Philippines have been constructing a joint facility on Itbayat in Batanes Province. To counter China's military presence in the area to strengthen Manila's territorial defense on that area, the Philippine Navy opened a naval detachment in Moulis in Batanes Island on 2023. It will reportedly house emergency equipment and provisions. The US Army has referred to the facility as a weatherproof warehouse for [music] disasters that may store equipment and supplies not only for natural disasters but war as well. This area [music] is also considered a prime location for the annual US Philippines military exercises.

Since early 2024, the Philippines and the United States started joint patrols [music] on Muis Island, located 100 km from Taiwan and ended in the South [music] China Sea. Earlier this year, the Armed Forces of the Philippines northern Luzon Command commissioned a forward operating base in [music] Mahhatau on Batan, one of several small islands that make up the country's northernmost province of Batanes. Located in the middle of the Luzon Strait, Manila has recognized the island chain's strategic value in recent years amid the country's [music] tensions with Beijing and the potential of a Chinese invasion of Taiwan. The Mahhatau forward operating base will serve as a platform for territorial defense, [music] maritime domain awareness, and humanitarian assistance and disaster response operations. Its location highlights the strategic importance of Batanes [music] as the nation's northernmost frontier. Compared to other outposts scattered across [music] the province, the new Mahhatau forward operating base is the largest development from the armed forces of the Philippines [music] to be constructed in the region to date. Northern Luzon Command called the base a gateway for defense and [music] disaster relief for Batanes. Unlike Edka sites that receive direct US funding for upgrades, the Mahhattow base is a Philippine-led project aimed at [music] securing its northern maritime frontier. The development is part of the Philippine government's shift [music] toward external defense. According to military officials, the [music] base provides a strategic foothold for the AFP to project its presence and secure its maritime domain.

Aside from the yearly military exercise between the United States and the Philippines [music] in northern Luzon, the Philippines had opened a coast guard post in the country's far [music] north to boost security following China's military buildup near Taiwan over the past 3 years. The outpost shall gather essential maritime data and intelligence, enabling the Philippine Coast Guard to respond effectively to threats such as illicit trade, trafficking, [music] piracy, and foreign intrusions. The Philippine Coast Guard's establishment [music] of a station on Itbayat demonstrates how this is already happening. In 2022, the area around Itbayat [music] witnessed a military buildup as China responded to political developments between [music] Taiwan and the United States. leading Manila announcing the opening of the station on the Philippines northernmost [music] inhabited island.

Securing peace, stability, and freedom of navigation along the Luzon Strait is crucial for ensuring Philippine national security and economic prosperity. The island of Itbayat is located around 150 km [music] or 93 mi of Taiwan's southmost coast. Situated in Luzon Strait, which lies [music] between the Philippines and Taiwan, both a vital international waterway and a potential [music] flash point for regional and international conflicts. Itayat is just outside [music] the area designated by a vaguely defined map of dashes that China uses [music] to claim most of the South China Sea. The island was also one of the venues of joint military exercises by the Philippines and the US military balikatan exercises.

Meanwhile, Beijing has stepped up its naval presence in the first island chain, [music] sending coast guard cutters and aircraft carrier strike groups through the choke point, which [music] in turn has drawn concern from Manila. Lying between Taiwan and Luzon, Luzon Strait connects [music] the South China Sea and Pacific Ocean. Luzon Strait is one of the main shipping routes and many submarine communication cables [music] pass through the body of water. Philippine allies, particularly the United States and Australia, have joined war games in recent years [music] to simulate the defense of Batonis from external threats. US and Philippine planners shifted activities to [music] the country's northern provinces in the latest editions of the Balic Katan series of military [music] exercises. These exercises include maritime keyter terrain security operation drills [music] which have seen the deployment of advanced sensors anti-hship missiles and marines [music] across the Batanis to deny and threaten adversarial vessels. Northern Luzon and [music] Batanis have also seen a marked increase of advanced American missile deployments to support these [music] exercises. These include highmobility artillery rocket systems, Navy Marine expeditionary [music] ship interdiction systems, and mid-range capability launchers from [music] the US Marine Corps and Army. The deployments routinely draw criticism from Beijing with China's [music] Ministry of National Defense claiming the missiles disrupt regional peace and stability.

Why is [music] Batanis the Philippines northernmost island matters on US Indo-Pacific strategy in countering against China's growing threats? The primary reason for Batanes strategic importance is its position in the Luzon [music] Strait, the sealane that separates Taiwan from the main island of Luzon [music] in the Philippines. Batanis is critical to US strategy in the Indo-Pacific because its location in the Luzon Strait, a major maritime choke [music] point that will allows for the monitoring and potential interdiction of Chinese military movements, especially in a conflict over [music] Taiwan. The US has deepened military cooperation with its ally, the Philippines, to use the islands [music] as a strategic asset to counter Chinese aggression and project power in the region. The Bashi Channel, a part of the Luzon Strait, is [music] a critical maritime passage that Chinese naval and air forces must use to access the [music] wider Pacific Ocean. From Batanes, the US and its allies can monitor and if necessary deny Chinese naval forces access to [music] the Western Pacific. This effectively helps enforce the First Island chain strategy, [music] which aims to contain China's naval power. In the event of a Chinese invasion of Taiwan, control of the Luzon Strait would be vital for China to project power and for the US and its allies to defend the island. Batanis would provide a forward operating base to project force and deny the area to adversaries.

In recent years, the US and the Philippines have significantly increased their military engagement centered on Batanis. The Philippines northernmost island has become a key training ground for US and Philippine military forces during the annual Balikatan exercises. During the 2025 exercises, for example, they deployed the Navy Marine Expeditionary Ship Interdiction System Nemesis on Batan Island to practice anti-ship operations. The two nations have been constructing joint facilities in the Batanes province, such as an emergency warehouse on Itbayat. While framed for humanitarian and disaster relief, this infrastructure also has clear strategic military utility. Now, the Philippines recently opened a forward operating base in Mahhata Batanes to allow for closer monitoring of the Luzon Strait. The US has provided support for this and other military enhancements in the area. The decision to boost troops and expand infrastructure at Batanes Islands seems to be a part of that strategic playbook of Philippines US Indo-Pacific diplomacy to strengthen the first island chain.

The Bashi Channel, which runs between Batanes and Taiwan, is a crucial choke point for ships traveling between the Western Pacific and the disputed South China Sea and is likely to be used by China in case of hostilities. The channel, which separates Taiwan from Batanes, is a bottleneck for Chinese military operations in the region. The Batoness region is a cluster of at holes and eyelets along the strategic Luzon Strait, a maritime passage and a vital conduit for undersea fiber optic cables. Unfortunately, it's also a crossing point for the Chinese Navy when they hold large-scale drills to intimidate Taiwan. The waters surround Patane could be used by the United States for launching operations against China as it lies adjacent to two key passages, the Luzon Strait and the Bashi Channel, which provide access to the South China Sea and to the Pacific Ocean. During the exercise Kamandog 9 earlier this year, the US military deployed the Navy Marine Expeditionary Ship Interdiction System, Nemesis, to the Philippines Batanese Islands in the Luzon Strait, a key gateway for China to [music] access the waters east of the First Island chain.

The Philippines, Washington's mutual defense treaty ally, is part of the First [music] Island chain along with Japan and Taiwan under the US containment strategy, which seeks to restrict China's naval access to the wider Pacific Ocean by leveraging America aligned territories. According to a Pentagon assessment, the Chinese military has the largest navy in the world by hull count with more than 370 ships and submarines in service. The Chinese Navy has been operating around the Philippines, including deploying an aircraft carrier in late May. The US Marine Corps said that it had strategically positioned the Nemesis, a groundbased launcher armed with two naval strike missiles with a 115m range mid this year on one of the Batanese islands for simulated maritime interdiction during command 9. Maritime [music] interdiction is defined by NATO as a naval operation intended to delay, disrupt, or destroy enemy forces or supplies on route to the battle area. The simulated operation was part of a rehearsal to secure and defend key maritime terrain. Following insertion by a transport aircraft onto the island, the anti-ship weapon was remotely operated from the airfield into a concealed position to interdict maritime targets, supporting the maintenance of open sea lines of communication. Meanwhile, a kill web was formed to conduct maritime strikes, employing intelligence, surveillance, and reconnaissance assets to find, fix, and track targets. This simulated maritime keyter terrain security operation was carried out by the third marine literal regiment, a Hawaii based US Marine Corps unit that specializes in amphibious and literal or shoreline warfare operations and deploys across the Indo-acific region.

In late April, the US conducted another maritime key terrain security operation using the Nemesis on Batan Island in the province of Batanes, simulating anti-ship strikes. The event coincided with the transit of a Chinese aircraft carrier through the Luzon Strait, moving between the Philippine Sea and the South China Sea. The synchronization of US Philippine forces during the command 9 maritime key terrain security operation showcased the increased ability of the partnered militaries to coordinate complex all- domain operations and further demonstrated the ironclad US Philippine alliance.

On top of these places, the bulk of the new bases under the expanded EDCA are located in northernmost Philippine provinces, namely Kagayan and Isabella, which are notably distant from the South China Sea theater, merely focused near Taiwan. The Philippine government granted the US military to use these additional Navy base on Luzan's north coast and a nearby airport as part of a [music] defense cooperation agreement. Three out of the four new EDCA sites were located in northern Luzon, which leaning toward eventuality of possible war in Taiwan. The Philippines US enhanced defense cooperation agreement, a deal widely seen as an effort to counter China's strong presence in the West Philippine Sea and around Taiwan. The agreement gives the US military access to Philippine bases for training as well as for humanitarian and disaster relief activities.

As for facilities in other northern Philippine provinces, [music] authorities insist that any US support or rotational presence will be primarily for humanitarian [music] assistance and disaster relief operations. But those facilities [music] could also be dual use. For instance, EDKA facilities built for potentially housing humanitarian assistance and disaster relief operations [music] related hardware such as cargo planes could also in theory host [music] fighter jets and more offensive oriented weapons systems. Beijing will see any US move [music] to build up ports and facilities, overtly military ones or ostensibly [music] civilian ones in the Indo-acific, as a hostile act, as they can also be used [music] to support any potential US intervention over a Chinese use of force [music] against Taiwan as hostile. In particular, China fears that [music] the US is trying to build an island chain of dualpurpose facilities around Taiwan to more effectively respond to [music] any potential contingency over the self-ruling island that China views as a renegade province [music] that must eventually be reunified with the mainland.

The Philippines is rapidly emerging as a key frontline state in the growing US China rivalry in the Indoacific. As Washington continues to deploy advanced military assets to the archipelago, which lies within the strategic first island chain, a line of defense that includes Taiwan, Japan, and the Philippines, critical to US interests [music] in the region. Manila is considered a critical player in [music] the defense of Taiwan due to its geographical proximity across the Luzon Strait and the Bashi Channel, strategic maritime choke points [music] that China could use in the event of an invasion. The Philippines is strategically positioned east [music] of the South China Sea, a thoroughfare for roughly 30% of global maritime trade. An estimated $4 trillion US worth of global trade passes through [music] the South China Sea annually, which accounts for a third of the global maritime trade.

Within the country's 200-mile exclusive economic zone, have potentially recoverable hydrocarbon deposits. According to a report by the US Geological Survey and China's Ministry of Geology and Mineral Resources, the oil deposits on Spratley's Island could reach 17.1 billion barrels. The US [music] Energy Information Agency estimates that the South China Sea holds about 190 trillion [music] cub feet of natural gas and 11 billion barrels of oil in proved and probable [music] reserves. While the US Geological Survey in 2012 estimated that there could be another 160 trillion cubic feet of [music] natural gas and 12 billion barrels of oil undiscovered in the South China [music] Sea.

The Philippines is also strategically important because of what lies beneath the surface of the ocean. The waters just off the west coast [music] of the South China Sea, where China has turned a series of sand mounds into military bases, are flush with undergrowth, making it ideal for stealth submarine movement. The US Marine Corps has proposed shifting towards smaller units in the region that could deploy to remote islands for missile attacks, [music] rear support, counterattacks, or intelligence gathering in the case of a war with China. Along with islands in Japan, the islands of the Philippines represent what American military planners see as one of the most important locations for such tactics. [music]
