And politicians get completely bemused because they come up with these new plans for exciting things, and they're met quite often with hostility or indifference.

And they fundamentally discovered that 50% of people are happy with things the way they are, and don't even want change if it is notionally an improvement. Now, that sounds to all of us that's completely bizarre, because all of us are of the mentality where we're always looking for a different way of doing something.
