First, I filmed all my videos in 4K 30fps because this gives me the highest quality possible. Next, I export my videos in 4K. And no, you don't need to export it in 1080P. You can upload 4K video to Shorts. Make sure you have this one setting turned on and you'll be golden.
Once exported, I set it directly to my phone. Here's how I upload it: Open your YouTube app, click the top right on your channel profile photo, go to settings, click uploads, and select "Full quality" for the upload quality.
