This episode is the second episode of 36 out of 64. I apologize to you all for today's program. In the past few days, on Phong Tuc forum page and Phong's YouTube show, especially the Saturday show and Nghe Thu Dut (which means the chat show and the untitled show), many people have mentioned the Dam Vinh Hung case.
In short, Dam Vinh Hung went to perform and have fun in a private house in Newport Beach city. He jumped onto a fountain in the yard of this house, which collapsed, resulting in him being injured and taken to the hospital for treatment. It was reported that he had three toes missing and now has to use silicone to replace them. This is roughly the story, and according to reports, it happened in February, but he has only just officially filed a lawsuit now.
He has filed a lawsuit against the homeowner for compensation of 50 million USD. Right after this lawsuit, the homeowner, who is the couple of the so-called singer Bich Tuyen and her husband, Goo William, filed a lawsuit against Dam Vinh Hung for a total of one dollar in compensation. His lawsuit consists of about 35 pages.
This led to social networks buzzing about the case, and Dam Vinh Hung's lawyer, Quynh Minh Hung, whose real name in the legal world is Quynh Minh Hung, filed a motion to dismiss the complaint. However, the lawyers of Dam Vinh Hung sent a letter to cancel the motion to dismiss, which means to withdraw the petition. Therefore, this case was reopened, and the court agreed to dismiss the complaint, allowing the case to continue.
Additionally, Mr. William has started updating his lawsuit against Mr. Dam because he claims Dam destroyed property at the place where he lived. This lawsuit, originally 35 pages long, has now expanded to 338 pages, in which he provides a lot of evidence and demands that Mr. Dam must also prove many things.
First, he must prove a total of twenty shows that Mr. Dam has performed since the accident, meaning he is still performing without any damage. Secondly, he wants to request an investigation into the tax records and provide full tax records of the family. Third, he emphasized the situation where he questioned Dam's marriage to a woman in the US, suggesting that Dam Vinh Hung's marriage is a sham to give him the right to settle in the US.
This lawsuit contains many points that can be considered repetitive. Although it has 338 points, it includes more details and tells some untold stories, but the purpose of this lawsuit remains the same: he still asks for one or two dollars in compensation for honor.
This is the story as it happened, and on social networks, there are many opinions. I also made one or two clips about this case, but I did not talk about it directly; I just borrowed the story of this scandalous case to explain the US legal issue and the insurance situation in America to help you understand better.
Today, I officially start talking about this case so you can understand better why I said there is a criminal nature in this civil litigation case. In principle, this type of mutual litigation is only civil and does not involve criminal matters, meaning that the two parties are just suing each other. If it has anything to do with the government, it is called civil law, not criminal law. The losing side must compensate the other side, so it doesn't have any criminal nature.
However, when I go through it all, you can go to Facebook and find Michael Huy Le's page. He posted evidence in the lawsuit, which includes a total of 156 documents. I have 1 to 40 and from 121 to 154, and all the images related to this case are posted there. This case includes images from the beginning of the cultural program until the moment when the events started to happen, and there are also videos and poster images of Dam performing after being discharged from the hospital.
Mr. William claimed that he had spent twice as much money on the hospital bill for Dam's family. The 338 pages also repeat what was mentioned in the previous 35 pages, except that it includes more details.
Many of you have started to wonder about this case and the situation of Dam. First, regarding the context, we don't know if Dam is a citizen of the Socialist Republic of Vietnam or if he is a permanent resident with US citizenship. Some people pointed out, including Mr. William, that Dam has permanent residency, which is a Green Card. According to some sources, although he bragged about being an American citizen and buying a house in America, he just got his Green Card a few months ago and is not officially a permanent resident for a long time.
If he is a permanent resident of the United States, he must have responsibilities. If he has citizenship, he also has responsibilities to America. One of the laws I mentioned before is related to Joe Biden's son, who is being investigated for working for a foreign company without informing the Department of Justice. This is a US law called the FARA Act, which requires those who work for foreign organizations or governments, especially those who have access to political activities, to declare their relationships with foreign countries to the Ministry of Justice.
This law has been in effect since 1983 and controls all US citizens and permanent residents. If Dam has collaborated with the Vietnamese Communist Government, it could violate this law.
First, do you remember that he was allowed to visit Vo Nguyen Giap's funeral while Vietnamese people had to line up? Why was he allowed to visit the grave alone? Secondly, he served in a Vietnamese communist prison, which shows that he cooperated with the communist government.
Therefore, the criminal element I mentioned is that he works for a foreign organization but did not report it, which is a criminal offense. You can submit this application or complaint to the Department of Justice.

The second factor you mentioned is related to taxes. He must report tax records based on the period he lived and worked in the United States. Before he got the permanent resident card, he had to go through a process called the temporary card, which is the I-94.
If he has the status of a Permanent Resident, even if he works outside the US, he still has to pay taxes. There are two parts: federal tax and personal tax. If he has a house in Huntington Beach, California, you can contact the tax office.
The criminal matter here is false declaration to the tax office. If he works and gets a salary of $10,000 but declares $1,000 or $2,000, that is a criminal offense.
The third issue is the fake marriage record. You need to work with the immigration office and report the marriage of Dam with a person named Lien Pham Chucky. You must report when this marriage started and whether it is a fake marriage to create an outer cover for Dam to perform in the US.
You can report this to the USCIS or ICE agency. If they receive many letters about this marriage record, they may open an investigation.
In summary, there are three criminal elements in this matter: first, a violation of the statute of limitations; second, tax records; and third, the marriage record.
The last criminal element is related to the hospital. When Dam went to the hospital, they would have tested his blood and urine to ensure the quality of the surgery. Did he jump on that fountain under the influence of alcohol or drugs?
The Newport Beach police have records of those who were stopped and tested for drugs. Using stimulants is a criminal offense, and many people were using them that day.
These criminal elements give you a clearer picture of the offenses involved in this case.
Many people think that if Mr. William sues for one honor coin or two, he will only be compensated for honor. However, he will be compensated for honor plus attorney fees.
Mr. William started hiring a lawyer when he received the blackmail letter back in June or July. The case has been ongoing for about two years, and the amount of money he sued for, along with the lawyer's fees, will be significant.
If Dam goes to court and claims he suffered damage, he must prove it. If he cannot provide evidence of his injuries, he could be sued for falsely declaring his damages.
This is an extremely difficult case, and many details are involved. The organizer of the party and the homeowner are responsible for the events that occurred.
