But we have to admit that controversies related to sexual violence have been increasingly viral, especially since the issuance of Ministerial Regulation No. 30 of 2021 regarding the prevention and handling of sexual violence in universities.

This issue is getting more attention; this has become a concern for all of us, especially for students who feel safe in their educational environment.

Of course, we want to think positively, believing that these regulations aim to ensure that no incidents of sexual violence occur in universities.

It is emphasized that there are administrative sanctions that will be imposed on universities that do not implement the PPKS, for example.

It is mentioned that universities that do not carry out proper preventive measures will have their financial aid discontinued, and the accreditation status may be lowered.

Of course, this is significant and necessary for all of us, especially university students, to be able to respond and act on this.

Thank God, Mulawarman University has also tried to take a stand and follow up on these regulations, including forming a team for PPKS.

His full name is Dr. Fajar Apriani S.Sos MSI. Place and date of birth: Samarinda, April 14, 1983.

His educational history includes S1 at the University of Mulawarman in the field of state administration, followed by a master’s degree at Mulawarman University in the field of state administration, and his doctorate at Hasanuddin University in the field of Public Administration Science.

Some of the experiences and positions he has held until now include being a lecturer in the public study program at the Faculty of Social Sciences and Politics at Mulawarman University.

He has also been a member of the Mulawarman University senate from 2019 to 2023, served as deputy lecturer, and holds the position of secretary of the commission at Mulawarman University.

From 2020 until now, he also serves as the leader or editor of the Public Administration study program and in 2021 also at LP2M Mulawarman University as a member of the quality assurance group.

From 2021 to now, he serves as coordinator of the undergraduate study program; from 2022 to 2024 as a member of the Task Force that prevents and handles sexual violence (PPKS).

In several organizations or professions, he has also served, including as head of the publication division at IAPA Kaltimtara in 2018.

Some of his works and published scientific papers include a book titled "Struggle of Women in Democracy in Indonesia" in chapter 3 of the book "Women and Their Dynamics," published by the Center for Gender Well-Being Research and Child Protection, Mulawarman University.

Another title includes "Women during the Pandemic: Gender Inequality in Family Life in a New Way of Life," published on Blue Ocean, first printing June 2022 in Yogyakarta.

Several articles he has written in journals include a discussion on feminism and gender, published in the Journal of Social Politics at the Faculty of Social and Political Sciences, University Mulawarman, in 2018.

He wrote about "Representation of Women in Political Arenas," published in the journals IPS Jember University, Volume 10, January 2009.

I will briefly summarize from your CV, Doctor Fajar Apriani; he is well-versed in gender issues.

Good morning, ladies and gentlemen, national webinar participants in the morning.

I welcome you and express my highest appreciation to the Chancellor of Mulawarman University, represented by Vice Chancellor 3 in the field of student affairs and alumni, Mr. Engineer Doctor Ahmad Syaifudin.

Additionally, I would like to thank our beloved FISIP Unmul, Mr. Doctor [__] Muhammad.

I also appreciate the four wonderful sources who are present today who can share their knowledge and insights related to the topic of today's national webinar.

I am here to act as a trigger for today’s national webinar.

Let's start by discussing the definition of sexual violence, which will form the main context of our discussion in this webinar.

According to article 1 number 30 of 2001, sexual violence is an act that humiliates, insults, harasses, and/or attacks a person's body and reproductive function due to inequality in power and/or gender relations, which results in, or may result in, psychological and/or physical suffering, including damage to one’s reproductive health and loss of the opportunity to pursue higher education safely and optimally.

Sexual violence is recognized socially as a problem; however, it tends to be viewed as a morality issue, which makes it often a crime toward family and society.

Thus, cases of sexual violence often impose a moral burden and stigma against victims, even causing embarrassment for family members of victims to disclose the experiences of violence they have encountered.

Because of this, the essence of sexual violence as an infringement of a person’s bodily integrity is often overlooked.

The National Commission on Violence Against Women and various women’s organizations recorded cases of sexual violence over approximately the last decade, which point to the fact that women in Indonesia are indeed at significant risk of experiencing violence, including sexual violence on campuses.

This is problematic and ironic because there is no resolution oriented toward the victim based on educational survey data and technology research in 2019, which suggests that the street itself is the location with the highest level of sexual violence, followed by public transportation, with campuses coming in as the third highest location for sexual violence.

On campuses, the victims of sexual violence are predominantly women or female students, with over 90% of reported cases depicting this trend. Many victims report their experiences to senior counselors or friends but often choose to withdraw in embarrassment and confusion or fear.

Most of these incidents remain unreported and become topics of gossip without resolution, leading to an environment where perpetrators can roam free, instilling fear in their surroundings or even being protected to uphold the institution's reputation.

Reports collected by the National Commission on Violence Against Women in 2019 indicate that from 16 universities surveyed in Indonesia, there were a total of 1000 reported incidents of sexual violence, comprising various forms such as sexual harassment, verbal cues, written intimidation, psychological abuse, and physical violence including rape.

Perpetrators often include peers, staff members, and lecturers, ultimately undermining the function and objectives of higher education.

To reflect on the severity of the situation, based on data from Indonesian statistics for 2022, there are currently 315 universities in Indonesia.

We can imagine that the surveyed group of just 16 universities recorded over 1000 cases, leading us to wonder how many more occurrences are happening across the remaining educational institutions in the country.

This topic is crucial for us to discuss together as an academic team in a college environment since higher education is supposed to be a center for personal development and character formation, cultivating a more intelligent national life.

Altogether, the government has sought to ensure safety within educational institutions by implementing various policies such as the Director-General's decision regarding the guidelines for the prevention and handling of sexual violence in Islamic religious colleges, along with Minister of Education and Culture Regulation Number 30 of 2021 on preventing and addressing violence against sexual relations in the college environment, coupled with implementation guidelines.

Thus, the question arises—what policies exist to prevent and handle sexual violence in the college environment, and how can we ensure they are properly enforced?

Moreover, can we expect these measures to inspire social change, including new patterns of thought and behavior from individuals as desired by these policies?

We will see this through further presentations by our excellent external sources, which provide us with their insights related to today’s national webinar discussion.

Violence in many forms is a phenomenon that happens daily in our environment, but how does the community respond or the academic community often remains questionable?

The momentum of this discussion today will explore the commitment of the state and educational institutions in relation to the publication of the Minister of Education and Culture Regulation No. 30 of 2021.

Is this regulation sufficient to address issues of sexual violence, or is it merely a means to confront gender-based violence experienced within the educational environment?

Let me share my presentation now.

So first of all, I will discuss the context of our institutions and the need for the establishment of gender-aware educational environments.

We have educational law No. 12 of 2012 concerning the function of our university as an institution of learning, which emphasizes the need for civilizing the nation as a part of critical education.

However, the reality presents a totally different picture, as significant problems persist in our educational environments, especially concerning issues of sexual violence.

We need to address the question of how to ensure that values of gender equity and awareness inform our educational practices.

This is evident as we discuss the persistent problems of violence, discrimination, and harassment within our institutions, as well as the need for policies that contribute to a safe learning environment.

As we approach the discussion further, I appreciate your attention to the data shared about sexual violence and related issues.

The role of education and higher institutions is critical, as these environments should be where respectful and equitable practices flourish, rather than systems that neglect priorities concerning sexual violence prevention and response.

I will pause here for our next speaker and look forward to discussing how collectively we can change narratives and reinforce practices within our institutions.
