[Music] The great national renaissance project, represented by the construction of a new Algeria, has found its way to realization through major achievements in various regions of the country. In this context, the Wilaya of Algiers, as the political and economic capital of Algeria, is witnessing the implementation of many structural projects such as the Great Mosque of Algiers, the new terminal at Houari Boumediene Airport, and Nelson Mandela Stadium. Recently, the Martyr Abdelhafid Ihaddad Scientific and Technological Pole in the new city of Sidi Abdallah and the Martyr Ali Ammar Stadium, known as La Pointe, along with its access routes, were inaugurated. In addition to other projects under construction, such as the new media city, Media City in Oued Fayt, the modernization of the Safex exhibition center in Algiers, the cultural and entertainment complex in Brahim, and the parliamentary district overlooking the Bay of Algiers in Hussein Dey. Many strategic projects have been programmed to improve infrastructure, falling under four operational plans: the White Plan, dedicated to urban planning and the rehabilitation of neighborhoods and buildings, including the ancient Kasbah and the underground passages beneath Martyrs' Square. The renovation of various streets and rivers in the capital is also underway to preserve its distinguished architectural character. The restoration process, overseen by the Algerian state, will continue in popular neighborhoods for years to come until its completion. Streets such as Ahmed Chaib, formerly Rue Tanguy, and Emir Abdelkrim Khattabi in Central Algiers have been renovated and rehabilitated, recently handed over and transformed into pedestrian streets. Other streets are planned for renovation, such as Lahcen Mimouni Street in Mai 1st, to make it a pedestrian walkway. In the ancient Kasbah, seven palaces and historical monuments have been restored in recent years, most notably Dar El Baroud in the heart of Algiers, the mausoleum complex of Sidi Abderrahmane, and Dar Bachtarzi. Fourteen historical monuments are currently undergoing restoration, and eight other projects are about to begin. The rehabilitation and renovation of buildings located on the Artists' Café arcade have brought life back to this historical landmark, which was a meeting place for artists, most notably the late Hadj El Anka, by organizing regular evenings and concerts of authentic popular art music. The Mustapha Mohamed Vocational Training Center in the Kasbah will be dedicated to teaching restoration trades. The tourist route in the Kasbah has been renewed through the launch of many development operations by public institutions at the beginning of 2023, most notably the painting of building facades, the rehabilitation of wooden doors and windows, the burying of electricity and telephone networks, and the rehabilitation of pathways with paving stones. To add an aesthetic touch to the capital, the Wilaya services have decorated many buildings and historical sites with artistic lighting, and the work is still ongoing.
[Music] The Blue Plan focuses on restoring the strong relationship that once connected the city to the sea by rehabilitating and modernizing the coastal front from Ain Benian to El Harrach. Starting from Ain Benian to Farhani Stadium in Bab El Oued, the Wilaya services have undertaken a preliminary study to gain more space towards the sea, providing significant land for rehabilitation and modernization, and the construction of a coastal tourist road with balconies.
[Music] From Farhani Stadium to Place des Martyrs, reaching up to Amiral, spaces for leisure and entertainment are currently being developed in a new and modern style on the area gained from the expansion towards the sea, with the rehabilitation of the building adjacent to Place des Martyrs. From Amiral to the Passenger Maritime Station, in the first phase of the El Moussamaq port, all old warehouses have been demolished and a new modern park with commercial shops has been built. The waterfront has also been opened to enjoy the beauty of the view while preserving the authenticity of the city and adding a modern touch. A project is underway to connect Martyrs' Square to the Lower Kasbah with the El Moussamaq port park, including the renovation of stairs and underground passages.
[Music] The commercial center leading to the second phase of the project, which recently began, has also been renovated. This phase involves the construction of a large promenade connecting Chegguara Street directly to the waterfront at the El Moussamaq port park, extending to the maritime transport station. Among the anticipated projects in this area are the El Mahroussa Aquarium, the development of Port Said Square, and the expansion of the elevated walkway leading directly to the Promenade Port. From the passenger maritime station to the Agha train station, renovation work is being carried out on the roof of the Pont parking lot to transform it into a promenade with cafes in the center, and an elevated walkway connecting the roof directly to Zighout Youcef Street to allow citizens to access the promenade and enjoy the sea. The project is expected to be delivered soon. The Wilaya services have also proposed the recovery and integration of the railway area between Algiers Central Station and Agha Station into the urban environment, with the renovation and rehabilitation of the underground passages in the area, the construction of restaurants and cafes, and the utilization of the vast space for other sports and recreational areas overlooking the sea, especially since the Algiers Central area lacks such spaces. In the context of rehabilitating the coastal front and restoring the relationship between the city and the sea, the Wilaya services are working to develop the square in the Soufia area and make it a pedestrian street, with the proposal to open a part of the port and transform it into a leisure and entertainment space, in addition to modernizing and rehabilitating the Agha station and making it the main hub for the Algiers Center metro, including a parking lot, modern hotels, a shopping center, a square overlooking the sea, and a marina proposed by Esentiaf. In the heart of the Bay of Algiers, the executive studies for the large project called Independence Park have been completed. Three historical tourist stations will be connected by a tourist path, with a dedicated passage for people with disabilities and a panoramic elevator, passing by Villa Abdellatif, the National Museum of Fine Arts, Cervantes Cave, the Experimental Garden of Hamma, and the National Library towards Siblis via a pedestrian walkway.
A section of this massive tourist project has begun to be implemented along the Hamma Library and Garden in El Biar. As for Siblis Park, which is the primary destination for tourists and visitors to the capital, it has been expanded from an area of 20 hectares to 80 hectares towards the sea, gaining larger recreational spaces to accommodate various sports and entertainment events and festivals along 4.5 kilometers. The work is nearing completion. The old neighborhoods overlooking the sea are expected to be restructured, and modern towers will be built from Mai 1st to the mouth of El Harrach Wadi, in accordance with the master plan for development and urban planning, after the recovery of abandoned old warehouses in the area. The construction of two multi-service towers in Hussein Dey by ANB, reaching 100 meters in height and including panoramic restaurants, has begun. This project will be a catalyst for a series of other projects to redevelop and rehabilitate the eastern coastal fronts, after gaining more space towards the sea and providing significant land for their rehabilitation and modernization up to El Harrach. As for the east of the Bay of Algiers, extending from the mouth of El Harrach Wadi towards El Harrach, a dual coastal tourist road has been programmed along 14 kilometers, with several sections under construction. Coastal protection works are showing significant progress up to Batou Cassis. El Hamiz Wadi, extending over 9 kilometers, is also undergoing development work to reduce flooding and pollution. A water treatment plant construction company has been established there.
The Green Plan aims to restore ecological balance and develop the environmental infrastructure of the city of Algiers by launching several projects, most notably the development of El Harrach Wadi, extending over 18.2 kilometers. The work is nearing completion and includes widening the wadi's course to allow water flow and discharge of a flood of 2500 cubic meters per second, installing flood warning and pollution monitoring stations, and creating rest and recreation areas, making it a prime tourist destination. At Réghaïa Lake, the construction of sewage pipes along 22 kilometers has begun to reduce pollution of the natural environment, pending the development of Réghaïa Wadi to eliminate urban and industrial pollution. Informal buildings have also been demolished, and their residents have been rehoused in decent housing. To curb urban sprawl, agricultural parks will be built on an area of 1059 hectares. In the northern part, an artificial lake and areas for recreation and sports have been created. The southern part is also undergoing the construction of a second artificial lake and intensive planting of medicinal and aromatic plants, and a pedagogical farm is about to begin construction, with the inclusion of other recreational areas. Ben Aknoun Park: Renovation work has begun to transform part of it into a safari park with three animal enclosures, a glass walkway for visitors, an aviary consisting of a large enclosure with aquatic birds, and a vivarium containing various reptiles and insects.
The railway line along 6 kilometers is also being rehabilitated. Regarding the El Makada and El Arrouss El Dhabia hotels, studies for their renovation and modernization have been completed. A tender will be announced to select a specialized company for the renovation of entertainment and game facilities in the park according to international standards. El Hamiz Public Park: Following the closure and development of the former waste landfill into an urban park, construction work has begun on a parking lot and the inclusion of play and recreation facilities, with the surrounding area being developed in preparation for its opening to the public. Technical facilities are also being used to treat leachate extracted from the park's subsoil. The biogas emitted is currently being collected, treated, and valorized into electrical energy, which will soon be used to light the park. At the Hamissi technical landfill for household waste, a waste-to-energy valorization unit project is planned to transition from the classic method of waste landfilling to a circular economy that includes valorization by recovering recyclable materials and increasing their proportion, whether organic or dry. Biogas produced from waste incineration will be valorized and converted into electrical energy, which will also create small start-up companies and preserve real estate assets.
The Yellow Plan for transportation in the capital aims to facilitate traffic flow for citizens and is based on three main points: completing the main road network, regulating traffic with an intelligent three-color system, and developing guided transport. Regarding the completion of the main road network, the access road from the new city of Sidi Abdallah to the second southern bypass has been completed. The project to connect the road leading from the Mohamed Bouyazid Olympic Complex to the second ring road at Khorass has been completed. The first phase of the southern bypass project, El Mandhar El Jamil, Sidi Mubarak, and Saf Saf, has been opened, awaiting the completion of the second phase of the project leading to Djnan El Safsaf on National Road No. 1 in Khadem El Blida. The project to dualize the road in the tourist area between Sidi Fredj and Mazfroun Tourist Complex, as well as the expansion of the eastern highway to facilitate the exit of vehicles towards the eastern part of the capital, in addition to the expansion of provincial and national roads along 66 kilometers. A study for the expansion of the southern highway connecting Zéralda and Dely Brahim in both directions has also been prepared, with a study on the possibility of including a dedicated lane for high-capacity buses. To eliminate some traffic black spots in the capital, a program has been developed to reduce them. Three underground tunnels have been put into service from 2023 to 2024 in the municipality of Thénia, and a fourth tunnel has begun construction in the same municipality. To regulate traffic on main arteries and roads, the Wilaya services have launched an intelligent three-color system equipped with surveillance cameras connected to security centers, covering 260 intersections in the first phase, with the possibility of expansion if needed. This operation has included 23 intersections so far. The Wilaya of Algiers also seeks to develop and diversify guided transport, proposing the extension of the tramway line between El Mohammadia and Bordj El Kifane over 1.7 kilometers with a direct line that will reduce travel time from Dely Brahim to Maâtkas Station in El Harrach by 20 minutes, and its extension from the latter towards Diar El Saada in El Mouradia and Raïs to connect it to the multimodal station currently under construction in the same area. In the external surroundings, coinciding with the completion of the underground tunnel extension, it will be equipped to become an exchange hub that reduces traffic flow, accompanied by a parking lot that allows citizens to park their vehicles and use various public transport means in the future, such as trams and metros. To regulate traffic flow in the capital, the Wilaya services have proposed transforming the current Khrouba bus station and dividing it into three multimodal hubs to be built in the short and medium term, with each hub dedicated to a specific destination. These are the old station of Houari Boumediene Airport to the east, Bir Mourad Raïs in the center, and Brahim to the west. These hubs will include bus stations for passenger transport and multi-story parking lots for cars, allowing vehicles to be parked and then using guided transport. In the long term, three other exchange hubs will be built to receive traffic flow from the highway at Zéralda to the west, Bir Touta to the south, and the Hamadi area to the east. In line with the development of guided transport, studies have been proposed to extend the metro line to the Hamadi area in the east, passing through Dely Brahim and El Hamiz, in order to connect it with the exchange hub planned for the eastern areas, and to extend it from Bab El Oued to Val d'Hydra and Ouled Fayet, and another line towards Dourra, passing through Daria and Baba Hassan. A study has also been conducted to extend the line from Brahim to Kaddous. The proposal to relocate the new central train station project from Kouba in El Harrach to Dely Brahim has been made due to its advantages, such as its proximity to the business center, hotels, Bab Ezzouar metro station, and Houari Boumediene International Airport, as well as reducing project costs. A competition will be launched for the architectural design of the station by Ansaref, as well as the proposal to build five cable car lines to complement other transport means, given the difficult terrain in some areas and their speed of construction, which facilitates citizen mobility by diversifying other available means in the same area, such as metro, tram, and buses. The first line runs from Maâtkas, Bir Sou, to Jardins. The second line runs from Hamma metro station to El Madania. The third line runs from Mai 1st metro station to El Mouradia. The fourth line runs from the Central Post Office, Tafourah, near the metro station, to El Biar. Finally, the fifth line runs from Triol in Bab El Oued at the metro line extension point to Chévali. To encourage the use of public transport, the Wilaya services have proposed a monorail transport system, including the construction of two lines along 67 kilometers. The first line connects the exhibition center to Sidi Abdallah, and the second line connects Oued Smar to Bir Touta. The two lines intersect at La Concorde, near the multimodal station in Bir Mourad Raïs. The creation of such projects will be accompanied by other regulatory measures by the Wilaya services to alleviate traffic congestion in the suburbs of the capital, such as the project to build a new logistics hub in Bir Touta, which will include wholesale traders located in the El Mandhar El Jamil district in Kouba and the El Smar area in Constantine Bridge, in addition to reclaiming areas from the commercial port to create leisure spaces and make it a pleasure port, after gradually transferring some activities to other ports. Thanks to the significant resources mobilized by the Algerian state, the country's capital is today taking on a new, modern look that meets the needs of its population and elevates Algiers the White to the ranks of major Mediterranean and global capitals.
