Three masts are sticking out of the Thames Estuary right now, just off the coast of Kent in the south of England, 1 and 1/2 miles from a town of 40,000 people, 5 miles from Southend, 40 miles from central London. Beneath those masts, 1,400 tons of Second World War bombs, still armed, still live, still there.
The British government has known about this for 80 years. The most recent survey, published in 2024, found the wreck is tilting further east every single year. Nobody has removed the bombs. Nobody is sure they can. And what happens if they go off has never been properly answered in public.
Most people who live near the Thames Estuary know those masts. They are a local landmark. What most people have never been told is what is sitting underneath them, and why, after 80 years, the answer to one very simple question has never been given. Why is it still there? The more I dug into this one, the more I realized the answer is not technical. It is a decision, and it is a decision nobody has ever been willing to own.
But first, what kind of ship was the Montgomery, and how did it end up on a sandbank in the Thames in the first place? The Montgomery was an American Liberty ship. It was built in Jacksonville, Florida, in 1943. It was one of nearly 3,000 identical cargo ships that America mass-produced during the war to keep Allied forces supplied. They were not built to last. They were built quickly, cheaply, and in enormous numbers. The idea was simple. Build enough of them, and the Germans could not sink them faster than America could replace them.
In August 1944, the Montgomery left Philadelphia loaded with 6,200 tons of munitions, bombs, fuses, fragmentation charges, enough explosive material to level a small town. The destination was Cherbourg, France, which had just fallen to Allied forces. The plan was to join a convoy in the Thames Estuary and push across the channel. The Montgomery never made it past Kent.
And this is where it gets strange, because what happened on the night of August 20th, 1944, comes down to one decision, one man, and the measurement that was off by less than a meter. When the Montgomery arrived in the Thames Estuary, the King's Harbour Master at Sheerness, a Lieutenant Commander named Wormsley, ordered the ship to anchor at Sheerness Middle Sands. This is the part I went back and checked. The water at that anchorage was around 10 m deep at low tide. The Montgomery sat 9 and 1/2 m deep in the water under the weight of its cargo. That left less than half a meter of clearance between the hull and the sand below.
That same evening, the hull was already groaning under the strain. A sound like a crack was heard from below decks. The ship was bending in the middle under its own weight. By the next morning, the hull had split open. Three holds flooded. A salvage operation started immediately. Teams worked day and night to pull out as much of the cargo as possible before the wreck went under completely. They managed to shift several thousand tons, but on September the 25th, with 1,400 tons of bombs still locked in the forward holds, the teams gave up. The flooding had made further work impossible. The wreck settled in two pieces on the sandbank. They could not move it. They could not empty it. So, they left it.
And this is where the story stops being history, because what I am about to describe is not something from 80 years ago. The most recent government survey was published in December 2024, and the picture it paints is not a comfortable one. The British government has been surveying the Montgomery every year since 1965, 60 years. The official line throughout has never really changed. The government says the risk of a major explosion is remote. The wreck is stable, and there is no immediate danger.
But, look at what those same surveys are actually recording. New cracks appeared in the bow in 2008. By 2013, the wreck had visibly split into two pieces. In 2023, the deck near hold three, one of the holds still full of live bombs, started collapsing on one side. The government's own survey described this as appearing to be recent. By 2024, the forward section of the wreck had shifted between 43 and 55 cm to the east in just 2 years.
The mast was supposed to come down in 2022. The Navy warned that if a mast collapsed onto the cargo below, it could detonate everything. The removal was delayed. It was delayed again in 2023 when unidentified objects turned up on the seabed around the wreck. It was delayed again in 2024 when 18 more unidentified objects appeared. In May 2025, the government put a no-fly zone over the site. A no-fly zone over a sandbank in the Thames. This month, April 2026, a contract worth 9 and 1/2 million pounds was finally announced to take the masts down. Work was first planned in 2020. It is 6 years late. 9 and 1/2 million pounds for three masts. The 1,400 tons of bombs are staying exactly where they are. The bombs remain untouched.
And this is the part that's been handled very quietly for a very long time. The question of what actually happens if those bombs go off. The answer has been studied, but the results were not widely shared. A researcher at University College London worked out that if the Montgomery detonated, it would throw a column of water and debris nearly 3,000 m into the air. A wave up to 5 m high would hit the coast. Every window on the Isle of Sheppey would go simultaneously. Whitstable, Southend, and stretches of Kent and Essex would be flooded. The force of the blast would reach Central London.
Documents released under Freedom of Information requests told a more uncomfortable story. The wreck was not dealt with when it happened. It was not dealt with in the decades that followed. The reason, when it finally came out, was not safety concerns or technical difficulty. It was cost. Leaving 1,400 tons of live Second World War bombs sitting in a major shipping lane, 1 and 1/2 miles from a town, was a money decision.
In 2004, New Scientist went through government documents released that year and concluded the bombs were still live. And that the decades of immersion may have made some of them more unstable than when they went in. Not less dangerous, more.
The Montgomery's still out there tonight. The masts are still standing for now. The exclusion zone is watched by radar around the clock. The annual surveys keep coming, and the wreck keeps slowly tilting a little further east. The government maintains the risk is remote. It is the same government that imposed a no-fly zone over the site, that delayed the mast removal five separate times and that has watched the forward section shift further and further every year since monitoring began. One and a half miles from Sheerness, five miles from Southend, 40 miles from London, still there, still armed, still ticking.
