It was right at that moment that the Korean government and companies secured what amounts to 260,000 of the latest GPUs from NVIDIA, a staggering amount. When this news came out, the reactions were quite mixed. Some people reacted by saying, "Korea is finally getting serious about AI." There were those who had that reaction. But there were also those with a more cynical critique, asking, "Aren't we just handing over a massive sum to NVIDIA and becoming even more subordinate to American technology?"

However, this isn't simply on the level of 'shopping for parts.' There's a 21st-century war for AI sovereignty, or 'Sovereign AI.' And in this war, this might be a play to prevent Korea from becoming a 'digital vassal state' to another nation. It may have been a desperate, yet very clever, strategic gamble. Today, let's explore what these 260,000 GPUs really mean from the perspective of Sovereign AI.

First, "Sovereign AI." AI Sovereignty. What does this mean? We have to understand this before we can even get started. This doesn't just mean "Let's get good at AI, too." In the 20th century, oil and food were the core of a nation's security. In the 21st century, data and AI are taking that place.

Imagine if one single country controlled all the AI companies. Let's say only Google or Meta existed. These companies would end up controlling all the servers they provide to foreign countries, right? If you imagine that scenario, what if those companies suddenly said, "Starting today, we are cutting off all AI server access to Korea. It's frozen." The entire country would be thrown into chaos. Finance, defense, public administration, industry, transportation... it would all come to a halt. In that case, a nation that should be sovereign effectively becomes a 'digital vassal state.'

This is why at recent international meetings like APEC, you hear heads of state all chanting the word 'AI.' It's because there's an existential need for a country to control and protect its own data, its own infrastructure, and its own AI models. This has become an issue of survival.

Okay, so now we understand that Sovereign AI is important. What do we need to examine here? There's the view that "it's just a waste of money that only fattens NVIDIA's wallet." This might be a critical perspective that only sees the present and misses the future. Right now, the "oil refinery" that trains AI models is effectively monopolized by NVIDIA. There are no other options. That's just the reality, everyone.

To achieve Sovereign AI, you first have to build this GPU capacity on your own soil. It's just like needing your own refinery so you can make your own gasoline without sending your crude oil abroad. This allows you to create your own AI models domestically without sending your data to a foreign country. That's the situation. Therefore, these 260,000 GPUs aren't a waste. They are the bare minimum 'price of admission' to even participate in this AI sovereignty game. You can see it as an investment in the 'means of production.'

Of course, when Jensen Huang praised Korea as having the 'world's 3rd largest infrastructure,' in one sense, that could just be lip service for a top customer. But what's important is the fact that Korea now has that ticket in hand. So, what is Korea planning to do after paying this expensive entrance fee? This is what's important.

The AI battlefield is split into two fronts. First, there's the war of *creating* the AI models. The *training* war. Second, there's the war of *using* and deploying AI. This is the *inference* war. What we've been discussing so far, securing GPUs, belongs to that first war. It's the war of producing the 'fuel.' And you have to get the fuel before you can do anything else, right? Right?

So, this massive "refinery" of 260,000 GPUs will allow Korea to train its own models, like HyperCLOVA X, faster and more powerfully. This is about protecting Korean data and creating AI that is suited to Korean culture. It's more of a *defensive* sovereignty.

But Korea's *real* strategic gamble is in the second war: the war of *using* AI. Experts analyze that 90% of the AI market won't be in *training*, but will come from *inference*. To use the analogy: you might run a massive oil refinery at full capacity once a year, but people drive their cars *every single day*. In the future, smartphones, cars, refrigerators... things Korea is good at making... even factory robots... AI will be embedded in all of these things. But you can't put a giant, expensive, and power-hungry GPU into every one of those devices, right?

And that's where the need arises for a low-power, high-efficiency, *customized* AI engine. This is the NPU, or 'Neural Processing Unit.' That's the NPU. So, Korea's positioning is this: in the *training* market, we'll borrow NVIDIA's power. But in the *inference* market, which is set to explode, we will try to dominate using our own 'Korean-style engine'— the NPU. They see an opportunity and this is the strategy they are building to seize it. This is a more *offensive* strategy for securing national sovereignty.

And the clearest evidence of this 'two-track' strategy is Ha Jung-woo joining the government. The man who was on the front lines at Naver, leading the development of Korea's AI models... this top private-sector expert has now become the government's AI control tower. If you look at the KBS report, he himself distinguished between 'training chips' and 'inference chips,' and stated unequivocally that they will be "pursued separately as a two-track plan."

To use an analogy, it's like saying, "Sure, we'll compete in the F1 race." "But our real goal is to build and sell the high-performance, fuel-efficient *engine* that goes into every other car in the world." This is essentially a national declaration. They are focusing on the *application* side.

So, the government, under the banner of 'Sovereign AI,' opens the door on the diplomatic stage, like at APEC. Then, the private sector—the companies— gather as 'Team Korea' to secure the 'fuel' (the GPUs), and at the same time, develop the 'engine' (the NPU) as their real weapon. That's the position they're taking.

So, to sum up: Korea's acquisition of 260,000 GPUs... is this a 'surrender to NVIDIA'? I don't think that's the right way to see it. It's more likely they're playing the long game. For the single, ultimate goal of 'Sovereign AI,' they've activated a highly realistic and clever 'two-track' strategy. On the first front, *training*, they form an alliance with NVIDIA to secure their 'fuel' production capabilities. And in the second domain, the *inference* front, they will use the 'engines' built by companies like Samsung and SK to dominate *how* AI is executed.

If this strategy succeeds, even if Korea uses open-source AI models, it could become the 'engine provider' that supplies the hardware and services to run that AI in the cheapest, most efficient way for the entire world. If you think about it, in the existing economic model, Korea has always excelled at manufacturing, supplying home appliances and other goods to the world, right? Now, as this new industrial revolution unfolds, it's trying to secure a similar position.

Take steel. Yes, Korea processes it. Does it dig it all up from the ground here? No, it doesn't. It brings in the raw materials, processes them here, and exports them as something new. It's taking a similar position in the AI domain, forming good alliances so it can run faster and more strategically, and focusing on that part. So this is about more than just making money. It's a declaration: "We will not be a digital vassal state." "We can become a nation with AI sovereignty." This is the thinking driving these moves. Of course, we'll have to wait and see how it plays out.

Now, speaking of AI sovereignty, it brings to mind something we discussed previously. In our video analyzing the APEC outcomes, there's a point I'd like to update. At the time, one of the APEC achievements we covered was the approval for nuclear-powered submarines (SSNs). We discussed that topic. At the time, I interpreted this as the US giving approval for the technology or construction, similar to the AUKUS deal. However, I believe a correction is in order. There is a deeper truth to this. There's a hidden truth.

The fact is, Korea already possesses a significant portion of the technology to build an SSN independently. The real core of this APEC summit meeting, then, was something that goes beyond simple construction approval. It was about using the submarine as justification to revise the ROK-US Civil Nuclear Agreement. It seems there was a much more high-level strategic goal at play. In other words, the submarines require nuclear fuel —uranium. The plan is to use the request for this fuel supply from the US as leverage to, in the long term, secure the same rights as Japan regarding nuclear fuel enrichment and reprocessing. This, then, is about securing not just AI sovereignty, but also nuclear sovereignty and security sovereignty in preparation for geopolitical shifts. It's the ultimate strategic insurance policy. Perhaps we can dedicate a separate video to nuclear sovereignty when we get the chance. We will continue to explore these deeper truths together with you all.
