The beginning of July each year marks the point when new laws take effect. And coming up, I'll tell you some of the worst new California laws that are kicking in and how they may impact you. Plus, there's actually one good law taking effect that I voted for. It regulates the volume of ads on programs like this. Coming up, complete coverage of the new laws taking effect this July in California. the good, the bad, and of course the ugly.
Those are the bad laws. There's a lot of uh bad laws that, you know, I'm not going to go into detail on, but those are the ones I think that might impact you or your children the most. Uh, one good law that will probably impact all of you, particularly if you're watching this on YouTube.
I'm Carl Deio, chairman of Reform California and a California state representative. And as a state representative, I vote no more than any other legislator uh serving in Sacramento. About 36% of the time, I'm hitting the no button. And if you read some of the laws, you'd understand why. They are bat blank crazy, complete overreach, regulating our lives, adding mandates and costs, completely unnecessary. I would love to force the legislature to eliminate five laws for every new law they want to try to impose on us. That would be actually quite healthy to do that for a couple years.
But um the laws take effect uh in two periods of the year. Um the January 1 laws um most laws take effect January 1st, but a bunch of laws actually take effect July 1st. So, we always do uh a snapshot of the good, the bad, and the ugly laws taking effect so that you know what you have to comply with. And if you don't like all these laws, well, then I'm going to encourage you not just to get your blood pressure up and complain about them. Get in the fight. Let's restore some sanity in Sacramento. A lot of these laws could actually be stopped if we broke the Democrat super majority. And we only need seven seats in the state legislature to do that.

So, uh, let me start out, uh, with, uh, the bad laws, uh, and then I'll get to the one good one. That's right. We're looking at a 10:1 ratio on bad to good. Um, and I'm only picking out the worst of the worst laws. The first thing I want to point out is your gas taxes going up. July 1st, an automatic gas tax increase goes into effect. 63.4 4 cents is what you'll be paying for just the state excise tax. When you add up all of the state mandates and taxes that they add to each gallon of gas, you're talking about like a buck 60 per gallon. A buck 60. It's insane. And that's why we have gas prices nearly $2 higher than the national average out here. all the mandates, all the regulations, all the taxes a buck 60. And 63.4% of that or 63.4 cents of that uh is in the form of a direct excise tax applied to every gallon of gas. U Democrats refuse to give you relief at the pump. And yet they're saying Donald Trump is responsible for all the bad gas prices. Seriously, California politicians need to explain why we're paying $2 more per gallon of gas. That's all on them.
Uh, next thing is the state budget. Uh, that takes effect July 1st and it is bad. It's not balanced. It's got $20 billion plus in deficit spending, raiding our reserves, kicking the can down the road, giving pension uh spikes and salary hikes to state government employees, adding a whole bunch of new employees, uh giving illegal immigrants $13 billion of free health care while um cutting subsidies for your uh uh neediest of Californians on their healthcare uh coverage on Covered California. They're also applying a $425 per family of four healthc care insurance tax on top of that. So, the illegals get freebies and the rest of us get cuts and services and higher uh cost of living. Yep. Rinse and repeat. That's the Democrat way. Serving people who shouldn't be here, uh who broke the law, who want the handouts, and sticking it to people who are trying to play by the rules and are struggling. Yep.
Uh the uh state budget also applies a new software tax, a payroll tax, um uh a variety of other tax increases. We're talking billions of dollars in tax increases. Uh and yet it's the most revenue we've ever collected and it's the most spending we've ever engaged in. Spending under this budget represents a 76% increase since Governor Gavin Newsome came into office. adjusted for inflation, that's a 40% growth in the size of government. That's a 40% net total growth. If you adjust for the inflation since 2018, we're still 40% bigger as a state government. Do you feel 40% more services are coming DIA? Of course not. We're actually getting less and spending more and paying more.
Terms of other new laws, uh, SB79, this is really bad. You want a condo tower next to your home, SB79 will bring one of those. It basically allows rich developers who give campaign contributions to these state legislators to buy a single family unit and tear it down, tear down the house and build a five to narrow high uh affordable housing complex. Um, all they have to do is show that it's within a half a mile of a transit stop, which is a bus stop. And nothing can be done by your local city council or county board to stop them. They basically override local control on all housing. So, these c condo towers will start going up in residential communities for single family homes. This is insane. It's a It's a giveaway to the rich developers who back these politicians. It'll destroy the character of many neighborhoods.
Um, another uh thing that happens July 1st, government employees, boohoohoo, they have to return to office. Oh, I know. It's been you what uh six years since the original state order was put into effect by Governor Nuome telling state and local government employees they didn't have to show up to the to to the city hall or or to the state government agency. they could work from home because oh we have a we have a contagious disease uh floating around. That was six years ago. And now Nuome finally uh because he's being shamed uh with all sorts of bad coverage. Finally, he's saying, "Okay, state government workers, you have to come in to work as of July 1st." Of course, they're not happy about it. They did a protest at the state capital last week. Boohoohoo. Welcome to the real world. Show up to work.
Um AB3 3219 uh basically requires that schools have to limit or ban cell phone usage by students including requiring that all the cell phones be locked up. So each school district and school even charter schools will have to enact a clear policy uh with the goal of limiting or uh banning cell phone usage among students. I don't know if that's a good or a bad thing.
Uh, genderneutral bathrooms are now going to be required of every school district and every school, including charter schools at a very high expense for some of these schools. This is insane.
All right. Minimum wage up to $16.90. Oh, but for um many cities, it's much higher than that. Uh like LA, uh San Diego, San Francisco might have much higher local minimum wage increases that kick into effect every July 1st. Plus, um, there are industry specific minimum wages that just went up. Hospitals $25. Dialysis clinics $25. Any healthcare that's going to make our healthcare more expensive.
Uh, the plastic bag ban goes into effect at all grocery stores. You're not even able to buy one anymore. Sorry. Of course, uh, don't expect that to help the environment. The last bag ban did not help the environment, but it did line the pockets of grocerers in the grocerers union. increasing your cost and reducing your convenience.
While you're at that store, not able to get a plastic bag, you'll notice that products will start having different sell by dates. In fact, sell by dates are going to be banned in California. Now, they have to put in either used by or best if used by. Best if used by is if the product uh would taste the best by a certain date, but you can still eat it thereafter. It's not dangerous. Used by is basically a public health uh risk. uh you know if you eat this after the used by date you're probably gonna have a problem maybe
Uh there is a uh assault on the second amendment AB1127 is a ban on all Glock guns uh this is unconstitutional even the Trump DOJ has filed a lawsuit along with second amendment organizations to to overturn it will get overturned I guarantee it.
Those are the bad laws. There's a lot of bad laws that you I'm not going to go into detail on, but those are the ones I think that might impact you or your children the most. Uh, one good law that will probably impact all of you, particularly if you're watching this on YouTube, the the and this is a bill I s I I actually voted for, SB576, deals with a real annoying practice by some of these social media companies and streaming services where you're watching a show or a video and then there's an ad that pops up, but the volume on the ad is substantially higher. So then you got to go fumble and get your remote and turn it down. Then after the ad is over, you go back to the show and you can't hear it. So you have to turn it back up enough. Stop pumping up the damn volume on your damn ads. So annoying. Again, I am not for government regulation. But when an industry treats their consumers poorly, yeah, there are some things that I would uh absolutely entertain like a passengers bill of rights for airlines. um there needs to be certain decency standards if these streaming services and ad platforms refuse to treat their their their viewers and their customers properly.
So, uh, those are all the new laws. Again, a lot of these are bad laws. There's not a whole lot of good to share with you, but you can change that. It all boils down to the caliber, the type of legislators that we put into office. And at Reform California, we're leading the fight to put better people in office.
