It is important to note that while I am your guide in this course, I am not the originator of this information. The insights we will explore have been brought to light by many great gurus, including Patrick Devine. His tireless research and dedication led him to uncover a remedy for freeing oneself from the monetary system after nine years and over 5,560 documents, essays, and submissions to various governmental entities. Devine discovered the key to liberation in 2016, then disappeared, saying, "Now it's up to you to set yourselves free." This live course, with 100 students, will cover the final process of Patrick Devine's great work, as well as information from others who helped him along the way. Let's begin, okay.
You see in front of you what I covered last time: the vision of Creditor Academy and where this is all leading. I'm going to touch upon this document briefly each time we start a new course or lesson, just so we get the full picture. I will quickly summarize what this is all about. Well, first of all, it's all about our path to remedy. You are at your starting point here, and your objective is to take control of your straw man. That is the first step on your path to remedy. This process of Patrick Devine's is all about two things: business and banking. As much of life is, many individuals try to get into this movement by jumping right into the banking side of it, but I'm here to tell you that is a pitfall that many people end up making a mistake in. The reason why I say that is because if you've never operated in the private before, why go and try to operate in the private with a private bank where you're making these huge contractual obligations with the Treasury Department, the State Department, the Federal Department, and even, in a lot of cases, the United Nations? Um, so I always say start with something simple so you can kind of get the ropes of operating in the private. And if you mess up on anything, it doesn't affect your life. You could just end that entity and move on and create a simple new entity. This is why we have a business trust course to show you how to operate in the private with a business trust. You can open up bank accounts in the private, you can hire staff and contractors, and you could do your taxes, you could do escrow accounts, you could do international banking in 180 countries. It keeps you totally private and gives you a lot of protections along with it. So, have your business down because in the future when you get to private banking you will also be doing business. So that's step one.
The second step is for us to cover the final process of Patrick Devine in great detail, but make sure that it's structured for your learning. I'm spending a lot of effort making sure that I go into deep enough detail about Patrick Devine's final process so you're not sitting there wondering, "Oh my gosh, like I'm just here to fill out the forms," which seems like every other guru's page, which is really frustrating when you're just like, "Okay, I filled out all the forms. Now what?" Well, I'm going to tell you what the "now what" is, so then hopefully you'll learn enough about where you're at to know where you want to go. Our first course, that's live and available right now, is the structure of your private bank, the three EINs, and why Patrick Devine needed them and how he used them. It could be yourself and another person or a group of people where you do business and banking together, and that's operating in the private. We talk about private transportation, we talk about private identification, and we have so many different... I mean, the Tribe course covers so many different things. Then we have the Remedy series. As I said on many of these talks, there are hundreds of different remedies, and I will have a series that kind of covers a bunch. Um, but it's good to know, and how I point out in the Remedies series, is you need to know which remedy is not only worth your time but also to be able to implement it correctly for that specific situation. Then we finally get into private banking. This is what we're all leading towards. This is where we have the board of directors, just like business, and it mirrors the bank, private banking. Um, you'll have employees and staff. We go ahead and source staff for both businesses and the banking internationally, that is with our human resources department where they do three things: they do recruiting and staffing internationally, they do payroll, and we help you with your policies and procedures. It's really great if you've never worked with international staff before. I mean, you get masters' degrees of educated level working for you 40 hours a week, 160 hours a month, and only be spending... that's unheard of, and that's why it makes my company much more efficient. And I've ran so many other corporations the same way, and I've done the recruiting and staffing for these individuals as well. I sourced in—I'm currently sourcing staff from 18 different countries. Okay.
Then we have your declaration and your contracts, and again, your business and your banking, it goes hand in hand. And the ultimate goal is for you to accomplish your private banking processes that also benefit your private business, and all this money that you earn goes into a secure location. This is the Creditor Academy end goal: establishing our own private bank. That's what one of my boards of directors is doing right now, and I'm not talking like an online bank; I'm talking an actual brick-and-mortar bank that also has online services. And we will want to treat you guys fairly, and we want you to have a location to house your assets and move them into while also to do business with others, and that's going to be amazing. I have not seen anybody take this approach before, and I'm excited to be a part of such a large group of individuals that want to join me on this vision. So that's what I wanted to cover there. Hope that all makes sense. Let's get into today's lesson, which is talking about the SF 1047 public voucher for refunds document. Okay, I'm going to share that now. Okay, public voucher refunds now with the GSA forms, um, or the standard forms from the GSA. I've been kind of just covering them very briefly, you know, and just kind of going through them. I will go into extreme detail about what Patrick Devine had to say about these forms coming up because when it comes to the basis of the Treasury System document that Patrick Devine wrote, he goes into full-length detail on how these are applied and used. So I'm kind of just covering how he filled them out and what he kind of used them for. So let's go into a general description. The SF-1047 form is used by contractors to request payment for goods or services provided to a federal agency. It serves as a voucher or invoice that details the amount due for the directed work. Some of the key components of this are the contractor information. The form requires detailed information about the contractor, including name, address, and contact details. Then there's the contract details. This is information about the contract under which the goods or services were provided, including the contract number, dates, and any relevant purchase order numbers. On number three is the description of goods and services: a detailed description of the goods delivered or services performed, including quantities, unit prices, and total amounts. Number four is the period of performance: the time period during which the services were rendered or the goods were delivered. Then there's certification: a certification section where the contractor confirms that the goods or services have been delivered as described and that the amounts claimed are accurate and in accordance with the contract terms. And then finally, the final process is the approvals: that section is for the necessary approvals from the contracting officer or other authorized government officials. Um, so yeah, so Patrick Devine found this form. Let me kind of zoom in a little bit on this. He found this form and used it primarily for his receipts or his refunds. He pointed out in the very top here when this form—how long this form has been in use, the Standard Form 1047. It's been around since 1973, and for the Treasury Department specifically, this public voucher for refunds has not changed. It has no OMB number, so there doesn't have an expiration. It is continuous and has never changed, and it will remain that way as well. So I kind of want to cover what Patrick Devine did with this form and how he kind of filled it out. So let's see. So on the very top, um, for example, where it says voucher number in the top right-hand corner, he used it as a numerical value of his choosing. So an example like 0001 for the voucher, so then he can keep a good record, so he has a reference to it. In the "US" section, he would refer to the United States agency for the specifics where he wants to receive the right refund from. He did the example for the Federal Deposit Insurance Corporation, which is the FDIC, and he put the location of his local branch in Iowa for the FDIC where he sent it to. Now, the appropriation or the fund is where he listed the UCC contract trust and these and what the surety bond was. The surety bond he always used for the public trust or often used was the payment surety bond. So he would write in that section right there, "FDIC UCC contract Trust Payment surety bond," and what he is doing is he was calling to lick to get a refund from the payment bond in order to get back his money for what he paid on his 2016 Ford Fusion. His Ford Fusion cost him a total of $25,055. And so this is this form that he got is a receipt or his refund from. So the appropriation or funds is the UCC contract trust payment bonds where he's getting the funds from. And in that circle section is the "to" or address. The "to" is Patrick Devine himself. He called Patrick Devine a federal government grantor and owner. This goes along with his public identification documents as a bounty hunter and executive owner in a private attorney general. He's specifically calling out, "Hey, I'm the grantor owner of this payment bond, and I have the authority to ask for the surety bond to be liquidated for my refund." Okay. Then he would write the address, and it was his personal address. He lived in Iowa, and he put the Republic of Iowa, and that was pretty much it for that bubble section. Then we go on to the "deposit received from the above-named depositor." So that's just the date, so he did the date of when he was asking for the voucher itself or filling out this voucher. And then he did it for, in the fourth section, he put that the FDIC payment bond credit release, credit release when demanded by the federal government, SSS estate number. Now, what's the SS estate number? Can anybody tell me what the SS estate number is?
Yeah, it's his estate EIN. He was the owner of that estate, which is you. That is also the EIN that he used to purchase the vehicle as well, used that EIN to put it into the private. Hmm. So in the next section, it says, "Has been... Excuse me, I need to move this down. Has been applied as herein stated, and the balance indicated is to be returned herewith?" That is where he put the amount of the deposit, which was the total amount of the vehicle, which was the $25,055. Then, "Applied as explained in remarks below." That section is just not applicable in that situation because he had no remarks. There were no extra dividends or taxes or anything; it was just a full amount. Then, "Balance authorized to be refunded." Who could take a wild guess on what he asked to be refunded for?
Yeah, exactly, the full $25,055. Okay. All right. So that was pretty straightforward. Now we're going to get into the remarks section. This is where he put his in-depth detail, and I want to see if I can do this. Okay. I'm going to show you the detail that he put in. You can see that, and then I'll zoom in. Okay, his remarks: "I am an agent of federal government SSS estate owner operating under a Patrick Devine SS estate per the Commercial Bank routing EIN number, which is under an FDIC UCC surety bond in leasing contract with the contractor known as the Federal Deposit Insurance Corporation. The FDIC contractor is holding my federal government's state federal entitlement assets within the Federal Reserve Banks under two FDIC commercially insured bonds: a $250,000 high-interest taxable usury performance bond and a low-interest non-taxable labor leasing payment bond. This federal government deposit receipt claim is based upon the UCC Commercial Banking bonded surety laws of settlements when demanded from the FDIC, the commercial surety bonds by the federal government SS estate owner. Upon this delivery, you now have three commercial banking days to process my credit charge-back order as a settlement and delivery obligation from the payment bond by the FDIC contractor." Then he goes into the last section where he references his set—his title, which is again the SS estate, and then the check number refunded by. There is no check number that he had, and he did not have cash. So what did he end up giving as an instruction? He ended up giving the instruction to give the full amount credited to his Treasury Direct Express Account, and then they were able to fulfill his order, as you can see, the Government Printing Office and that name there. So yeah, so in this remarks section, he's telling the FDIC that he's the owner of his estate. He called out that they were the contractor; he called out the performance and the payment bond, and he gave the instruction on what it is to be done for them, which is to be liquidated and processed by credit for chargeback and settlements and put the FDIC as the obligator to return his refunds. Now, this could be used for anything. This verbiage can be changed up, and the contractor can be different as well. We're going to go deep into detail when we read into the basis of the Treasury System document, which is going to be my next… Oh, it's going to be—that's going to be a big document that we have to break down. But this falls into line that… So that is the SF-1047 for Patrick Devine's final process for him to go ahead and use the GSA forms. And again, the voucher was used in many different ways, and one of the main reasons that he could use the voucher is because of two instances: one, he had the receipt—he had to put the receipt of a with the voucher to show to the Treasury Department or the FDIC because the FDIC goes to the Treasury Department to do the accounting. There's the accounting officer located at the Treasury Department, and there's an exchangement being done. Okay, and really a lot of people when they try to do a lot of their processes to get refunds that Patrick was explaining, they're not doing the right paperwork because the Treasury System has its checks and balances. You cannot take without replacing. There's—the Treasury System has a perfect accounting record. Absolutely. It's divine in its own right on how perfect it is. So there needs to be an exact account for what's taken out. So the voucher or payment receipt, payment voucher, is to show a receipt of why the funds were taken out for refund, so then the exact accounting stays in order. Now, the two instances that he could utilize for his refunds: one he did for more of a business side of things, and then the other was for his legitimate transactions. His legitimate transactions where, "Hey, listen, I just went to my bank or my—or Treasury Direct Express and I printed out a statement, and the statement with all of our banks of what we purchased over the last year has our name and account number all on it. It shows that, 'Hey, we were the original purchaser of these items,' and you have to show that you are the purchaser for it to be legitimate. If you start sending, you know, somebody else's payments for stuff and trying to get a payment back for what somebody else paid for, no, no, no. That's a recipe for disaster. However, what if you paid cash? What if you paid cash? And that was his business side of it. Patrick Devine explained to me, he's like, "Man, if I worked at a weed shop or just go to a weed shop and ask for all their receipts, I could send all those out because it's like all cash business," and yeah, and and utilize that way. I think he was joking, but then again, I don't know. So yeah, so those were the two instances. You can't use somebody else's name for things because that's fraud, but cash is a different situation because there is no name when you pay cash. So that was the primary uses, usages of the SF-1047, and that pretty much concludes today's lesson. So I'm open to questions about the 1047. Straw Man. Let's go to you.
Um, alright, so you're saying that he sent all those paperworks with those with the SS forms and he sent the contract that he contracted with. And also when he uses a state, he opened up a business account to purchase that car.
Yeah, he used a trust. Now, well, not a trust. Excuse me. He put it in his foreign grantor trust. You see the private bank or the estate purchases the vehicle, and then he puts the trustee of the private bank meets with the trustee of the foreign grantor trust, and what they do is they have a conversation with one another: "Hey, I purchased this vehicle, but I want to put the title of the vehicle in the foreign grantor trust, naming the property." So then it's in the foreign jurisdiction, and that's where, in the foreign jurisdiction, he, as the secured party, has more leverage over the assets itself.
okay, so in our instance, we're going to be using our private bank to do such such transaction.

His Treasury Direct Express card was—is connected to his private bank EIN, and the private bank is what—the one that has that account. So with you to liquidate or draw funds out, it would go into his Treasury Direct Express account. You can do the same thing for a commercial bank. One individual's going with their surety—uh, silver surety bonds to open up that account, which is very easy, simple, straightforward, and…

If we could facilitate that like a service in our processes with, if that's my daughter's, you know, my wife, my mother, and if that's possible, seeing that Patrick did touch on at least administrating for his mother on her behalf. Is that possible with this?
It is—it is. Why is it deals with family? A lot of people set up their—their trust like a business, you know, all the dads the president, moms vice president, then the children are the staff and whatnot or the beneficiaries. And so that's one way of doing it. I remember when I was doing a healthcare licensing every time we do the policies and procedures for each of the states. Um, but I—in order for us to do the policies and procedures for them, we had to be the power of attorney, so we'd have to get them to sign power of attorney over to us to communicate on their behalf to the Department of Health, so we get sit down, get that notarized, and we were all set to go. So kind of same thing with his mother: he could just have power of attorney over her, handle her affairs, and you'd be good as gold on that?

…easiest way to go for it, and most banks and their software's put that spreadsheet together, and that's all you need. And it's just to have the general accounting to show it. It doesn't have to be pretty; it could be done in many different ways. It could be one transaction; it could be hundreds of transactions; it could be for one year or it could be for 10 years. You can go as far back as you want, just as long as you were the one that made the purchase of the transaction. So yeah, there's no limit to what it is that you can do. Took so much time, and I remember I was doing it for months, and I won't say what specifically it was, but basically I was just like—I—I discharge—I got discharge. That's all I was in my head is discharge. I was like, "Man, this is taking months. What's going on?" I remember when I finally did it, I was just like—I did all of this work because you kind of got to—you got to figure out the value of the hours worth of your time, right? So, for example, if you're like, "Hey, I'm—" I mean, I know people say like, "I'm worth a hundred million dollars an hour." I'm like, "Okay," like, and then you go to your McDonald's day job, and then you're like, "Well, but realistically, you got to think, okay, if I'm going to put my energy and time into something, you know, for a certain payout, is this worth it?" Right? And during that time when I got the remedy, I was like, "Did I do that for 500 bucks? Oh my gosh, I could have got a job, showed up on time, and did my daily work and not had to have worried so much—as much about doing that certain remedy," and I wish I did a bigger thing. So specific to Patrick Devine on the spreadsheet, did he do copies of the receipts with the spreadsheet to show proof of that ownership or did he just send in the spreadsheet?
He—I mean, it's kind of like his affidavit of it. I mean, it's—it's just basically his spreadsheets of his receipts.

So every receipt has a number associated with it and you know amounts and his name and who he did the—who the receipt was from, so there is certain details. It can't just be, you know, a spreadsheet of "I spent on this much and this much." I mean, it could—a lot of expense reports are done that way, but it's—even expense reports are very specific.
And did he—is that what he endorsed the back of?
Yes, yeah.

He then endorsed the receipt, maybe even endorsed the voucher, and then—um—I'll cover letter and…

I'm gonna get my staff in order. I'm gonna get my private banking staff organized.
