Today, the tree cutting has brought me here so that it can be stopped, because the justifications that are being made for tree planting can be partially true, but partially and to a small extent. For example, the statements say that 640% of citizens, I think it was Begoyan who said 60-70% agree that these trees should be cut and new ones planted. I want to understand where he gets those indicators from. What referendum did he conduct? What did he do that 60-70% agree? Where does he know that? I can even say that the opposite is true. In reality, for example, they are cutting the trees in the Botanical Garden. This issue has been addressed quite a bit, and I would like to address it again. Why? Because it is very obvious. The issue of cutting trees in the Botanical Garden. The question arises: why are those trees being cut? For example, many know that the Botanical Garden is the lungs of Yerevan and a protected zone. It is fenced, meaning not everyone can enter and do whatever they want. Now, in fact, Begoyan says that no tree has been cut there, but asphalt has been laid. But there is more than 10,000 square meters of asphalt laid right now in the territory of the Botanical Garden, if we assume that the part of the Botanical Garden territory within the fence is entirely considered the territory of the Botanical Garden. Well, I say 10,000 square meters, there is no need for area. Cutting trees in the name of a park to lay asphalt, saying that it is a park of life, all of Arshat, I don't know, this is Artsakh, what is the need for some trees? Let's say cutting those trees, laying asphalt, naming it as if they are planting trees from Artsakh. I don't understand him. Who is putting him in charge? It is also very strange. What hope do you have that you will be able to prevent all this, and do you demand a meeting with any of the responsible parties? I see no point in demanding a meeting because they often confuse their functions. That is, the people who should be the prosecution, or for example, if a tree is cut, they immediately take on the functions of a lawyer, and for example, when asked, now you say it had nothing to do with the Botanical Garden. If it had nothing to do with it, why was he answering that question at all? Well, if they insist that they have nothing to do with it, why does he give comments that if trees have been cut in the Botanical Garden, then he is 99% sure that they are dried trees? What business does he have with that? He said he has nothing to do with it. Why do they express such opinions and impose them on people? That is, what is it, manipulation, lying? What wording should we give? As for the trees on Tumanyan Street, healthy trees were cut on Tumanyan Street. If we are talking about viability, they have made a finger wrap. Third, the organization of the work raises doubts. For example, seedlings often have damaged roots and are not properly formed. Systematic irrigation and care are lacking. As a result, newly planted trees dry out, and state funds are wasted in vain. Fourth, transparency is lacking. Public hearings are not held, and citizens are not properly informed about greening programs. Residents only learn about the work done later, without the opportunity to express their opinion beforehand. All this negatively affects the city's ecosystem, the health of residents, and erodes trust in the authorities. Therefore, what measures do the protesters propose? First, to stop the mass uprooting and deforestation in their current form. Second, to separate the functions of planning, implementation, and control of greening. Currently, there is a conflict of interest, as all these functions are simultaneously performed by the municipality's monopoly company, Greening Land. Third, to suspend all greening programs that involve the cutting or replacement of trees until independent expertise is conducted on these programs and its results are published. Fourth, the complete annual work plan should be published with open access. The corresponding expert opinions and permits for the cutting of each tree should also be published. For emergency work, for example, eliminating the consequences of a storm, it is necessary to develop separate regulations. Fifth, to initiate the development of a new greening program with the participation of civil society and international experts. That's all. [Applause] But this is sick, a little. And it must be noted that these tree species were planted in park areas during the Soviet Union with fundamental scientific approaches of the Soviet Union. We had those trees in the ring-shaped park, and by the way, now, 30 years later, those trees are no longer there because their lifespan is very short. That is, we are now bringing small-leaved linden, which is one of the main tree species of Yerevan, to the streets of Yerevan, and the poplar, ash, elm trees. And now we are removing our trees and bringing trees with incomprehensible functionality. And those trees were planted. Well, Ani Khachatryan has a problem with Marutyan for many years. We remember the previous council, I was also a member, and I remember the cuttings that were endless. She keeps mentioning Hayk Marutyan's name, perhaps she has some problem with Hayk Marutyan and cannot get rid of him in any way. Madam, the question here is that more citizens of the Russian Federation are gathered here, Armenians are quite few. Are Russians more concerned about the state of our city than Armenians? I think the issue here is not that Russians are more concerned. It's just that in the Russian Federation, all the work related to the green fund is much more regulated, and such an action, even related to one tree, is already a case for the prosecutor's office. Once they cut a willow tree that citizens had great affection for, and there was such an uproar in the entire region. Since this is my professional field, I was informed that they were demanding the mayor's resignation, even for one willow tree. You can search for that incident on the internet now, and you will see it. And after that, the mayor changed his orders and his approaches to the field of greening completely. Now, in that city, the ones dictating quality in the Russian Federation and dictating approaches in greening, and if our municipality boasts that in three years we have planted 305 trees, and in one year it plants 350,000, meaning they understand what measurement means. And I want to add one more thing. Recently, Factor TV published a material that France has reached up to 26% of tree cover in general, of green spaces used. While in Europe this indicator is 40%, 41%, in Yerevan our indicator is 4%. And with this 4%, we are going out and cutting the trees on the streets. And the greening of streets is the destruction of the city's ecological skeleton. This will not be restored. You can replace some trees in the park. You can spend tens of thousands of dollars and do this foolishness, greening in front of the municipality, and this will have no effect, except that the poor workers are bent over day and night, planting flowers here. But street greening is a problem with a completely different effect from a health perspective, and leaving it like this is very, very dangerous for the lives of Yerevan residents and the health of newborn Yerevan residents. Dear viewers, a protest action was being carried out near the municipality building against the tree cutting taking place in Yerevan. Citizens spoke out who are against this process, particularly Avinyan, Avinyan, and also against Armen Beglaryan, the director of the Greening Organization.
