Ethics and legal experts say that the White House ballroom project may violate the Anti-Deficiency Act, which prohibits federal agencies from accepting voluntary services or outside gifts to supplement funds appropriated by Congress.
The White House might argue that it isn't an agency subject to the act, but it applies to officers or employees of the US government, not just agencies. It says, quote, "An officer or employee of the United States government may not make or authorize an expenditure or obligation exceeding an amount available in an appropriation or fund for the expenditure or obligation."
So, if the White House or anyone in the executive office of the president uses appropriated funds or receives outside money or voluntary services, those actions can still trigger the Anti-Deficiency Act, even if the White House itself isn't labeled as an agency. See?
