What's Past the Shanghai Tunnels Below Portland — The Three Levels Nobody Maps Today

The flashlight catches something that should not exist this far below a port city. A doorway. Not a maintenance hatch, not a brick-lined cellar entrance, but a doorway cut with deliberate geometric patterns into stone that does not match anything else in Portland's foundations.

The man who finds it in 1974 will tell three people about it before being instructed, politely and firmly, that the tunnels under Old Town are unsafe and the entrance he photographed has been sealed for public safety. The photographs vanish from his apartment a week later. The article he tries to publish in a local alternative weekly is killed before it reaches print. And the only thing left of his discovery, decades later, is a single hand-drawn map passed between a handful of urban explorers, a map that shows three levels beneath Portland, not one. And only one of those levels is the one the tour guides will tell you about.

Portland has a story it likes to tell about itself. It is a young city, the official version goes, built by ambitious settlers in the 1840s on a flat bend of the Willamette River, named by the flip of a coin between two men from Boston and Portland, Maine. Its downtown grew in clean grid blocks, its waterfront filled with sawmills and warehouses. And somewhere beneath those warehouses, the legend continues, a network of brick passages was carved out to move cargo, to hide opium, and according to the most repeated tale, to kidnap drunken sailors and sell them onto outbound ships, in a practice the city called being shanghaied.

That is the first level. The level the tour companies have polished into a product, the level you can buy a ticket to walk through on a Saturday night for $30. The level where docents will show you holding cells with iron rings still bolted into the walls and tell you the cells were full of unconscious men waiting for the next tide.

That story is mostly invented. Historians who have actually combed the records find very little evidence that Portland ever ran a serious crimping operation through underground passages. The tunnels themselves are real. The shanghaing on the scale the tours describe is not.

So, if the tunnels are not what we are told they are, what are they? And why does every map of them stop at the same depth, at the same line, as if someone drew a horizon under Portland and decided nothing below it would ever be charted?

The first level is the layer most Portlanders have at least heard of. Brick-lined passages running under Old Town and Chinatown with low ceilings, arched alcoves, and the kind of dampness that sits in the back of your throat for a day after you come back up. The official explanation says these were dug between roughly 1850 and 1920. Mostly to move goods from the Willamette docks into the basements of hotels, saloons, and warehouses without exposing the cargo or the workers carrying it to weather and to the eyes of the street.

There is real history here. Portland was a frontier port. It did have a working waterfront with an underclass of Chinese laborers who were forbidden from walking on certain sidewalks above ground and who used the lower passages as a parallel street system. There were opium dens. There were illegal card rooms. There were almost certainly some kidnappings because the time and place produced exactly the conditions for them.

But, walk those tunnels with someone who actually knows masonry and the timeline starts to come apart in your hands. The brickwork in long stretches of the first level is laid in patterns that local Portland brick makers were not using in the 1850s. Some of it is laid in patterns that nobody in the United States was using in the 1850s. There are arch keystones cut from a stone that is not quarried anywhere within hundreds of miles of the Willamette Valley. There are sections of wall where the mortar between the bricks is harder than the bricks themselves, which is the opposite of how a wall ages. And which is a signature you find again and again in other so-called pioneer era basements across this country from Boston to St. Louis to San Francisco.

The standard answer when you ask about these inconsistencies is that Portland was a wealthy port and could afford imported materials. That answer might cover one building. It does not cover an entire network.

A consulting geologist who quietly examined samples taken from three separate basement walls in Old Town in the late 1980s produced an internal memo to the property owner that has since been described to me by two people who were given copies of it. The memo concluded that the mineral signature of the bricks in question did not match any commercial brickyard known to have operated in Oregon or in the surrounding states in the 19th century. It also noted that the firing temperature implied by the crystalline structure of the bricks was higher than the kilns of the period are believed to have reached by a margin large enough that the geologist felt compelled to flag the result twice in the same paragraph. The property owner thanked him for his work and did not commission a second study. The samples were returned. The memo was filed in a drawer that when the property changed hands in 2004 no one bothered to open.

It does not explain why drainage in the first level slopes toward outlets that no longer exist on any current city maps. Outlets that point in directions where the original buildings in the period of the that was said to have been built in different cities different decades different times and everything down there follows the same sequence discovered by a competent analyst of the documents and the roads in a pattern. I could not fit all of it into the modern metallurgy in the pin comic book castings older than this before we supposed to be and it does not explain the doors.

Throughout the first level you find doorways that have been bricked up sometimes crudely sometimes with parts of the first level and were sealed for ordinary reasons fires collapses building sales. Others lead nowhere on any official plan. Push a probe into the wall behind those doors and the probe keeps going. There is space back there. There is space below and somewhere in the 1930s the cities own engineers stopped including those spaces on the maps they handed to the public.

The second level is where the story Portland tells about itself stops working at all. You reach the second level through perhaps a dozen known points across downtown although most have been closed off in the last 50 years with poured concrete or with steel grates locked from the outside. The transitions are not gradual. You do not walk down a sloping passage from the first level to the second. You drop. The known access points are vertical shafts some lined with the same suspicious brick as the upper layer some carved directly into stone. The shafts are old enough that the climbing fixtures inside them where any survive are iron rungs deeply set into the rock worn smooth on top from use.

The first thing an urban explorer notices about the second level is that it does not feel like a basement. The ceilings are higher. The air moves. There are corridors wide enough for two carts to pass each other with vaulted brick ceilings that flatter the light from a headlamp in a way the squat passages above do not. There are rooms down there with floors of cut stone fitted so tightly that a knife blade will not pass between the slabs.

The official explanation, when there is one, is that these were ice storage chambers or wine cellars for the grand hotels above or basement levels of buildings that were demolished in the 1920s during the city's seawall construction. That last explanation is the one Portland has settled into. The seawall project, which raised the riverfront and entombed the old waterfront beneath fill, is treated as a kind of universal eraser. Anything anyone finds below the modern surface that does not fit the official chronology is attributed to a forgotten basement of a building lost during the seawall era. It is a story that has the great advantage of being unfalsifiable. If you cannot identify the building, the answer is that the records of it were destroyed during the rebuild. If you can identify the building, but the timelines do not match, the answer is that you must have the wrong building.

But the second level contains features that no demolished hotel ever had. There are radio chambers, rooms that branch off a central rotunda in a star pattern of six or eight points. You find these under what is now the southwest quadrant of downtown, particularly in the wedge between Burnside and Yamhill streets. The rotundas themselves are large, large enough to hold a respectable house, and their ceilings, where they have not collapsed or been filled in, rise into domes built of carefully fitted stone. Whatever the original purpose of those rooms was, it was not the storage of ice or the hanging of cured meat. The acoustics inside them are designed. Stand in the center of the largest known example, the one beneath the block where the city's first opera house used to operate, and a whisper at your lips returns to you from the dome above with a clarity that suggests the room was tuned deliberately to a frequency a builder cared about.

There is also the matter of the brickwork itself on this level. In the first level, the brick is mostly local clay, mostly 19th century with the anomalies I described. In the second level, much of the brick is not brick. It is a pressed mineral material that resembles brick at a glance, but cracks under the chemical testing into a profile closer to volcanic tuff bound with a lime cement of a kind nobody in the Pacific Northwest manufactures. And as far as anyone has been able to determine, nobody in the Pacific Northwest ever did manufacture. Independent researchers who have run samples have found a near match in only a few places in the world. The harbor foundations of Alexandria in Egypt, certain layers of the substructure of the topkapi cisterns in Istanbul, sections of the lower Roman levels of Trier in Germany. None of these are 19th century. None of these were built by Portland's founding fathers in their spare time between selling timber.

The radial chambers and the dome rooms suggest a function that the official history of Portland has no place for. They suggest a city or part of a city that was already there when the loggers and the shipping clerks arrived and that the early settlement of Portland did what early settlements always do when they encounter older foundations. It built on top of them, used what it could use, sealed what it did not understand, and over the course of a generation forgot that the seal had ever been put in place.

There is a specific room on the second level that has become a kind of pilgrimage site for the small number of researchers who take this question seriously. It sits under the block that once held the Marquam building, demolished in 1968 and replaced by a parking structure that has since been replaced again. The room is octagonal. Its ceiling rises into a low dome, perhaps 14 ft above the floor at the apex. The walls are dressed in the same pressed mineral material I described earlier, but the floor is something else entirely, a single slab of dark stone with a circular inlay of a different mineral set precisely at the center. The inlay is roughly 4 ft across. It is not flush with the surrounding floor. It sits a quarter of an inch proud of the slab around it, as if it had once been the cap of something that was meant to be lifted.

The walls of the octagon are not blank. At chest height, running around the entire room, there is a band of incised marks, regular in their spacing, that resemble no script anyone has been able to identify, but that repeat at intervals consistent with the kind of notation used to label points on a circle. A researcher who measured the room in 1989, using only a tape and a notebook because cameras were not welcome on that descent, reported that the room's diameter, the height of the dome, and the spacing of the marks all resolved to whole number ratios when expressed in the old English foot. None of those ratios resolved cleanly in meters. Whoever built the room was using a measurement standard that predated the metric system, and that, as far as Portland's own building codes are concerned, has no business being baked into the floor of a 19th-century basement.

By the 1880s, the second level was a working part of the city's infrastructure, though it was not a part anyone advertised. Newspaper archives, the few that have not been edited, contain occasional references to a lower stratum of passages used by the gas company, by the water bureau, by private clubs whose membership rolls did not appear in any directory. By the 1920s, in the run-up to the seawall project, the references stop. The second level disappears from the city's institutional memory, the way a person disappears from the photographs of a family that has decided collectively to never speak their name again.

And below the second level, beneath the dome rooms and the radial chambers, the explorers I have spoken to say there is a third.

The third level is the one nobody maps today. The few people who claim to have seen any part of it describe it in language that comes out halting, the way people speak about funerals or about the moment before a car accident. They describe descents that do not feel like descents because the air pressure changes too slowly. They describe stretches of corridor where the walls are not brick at all, where the walls are a single continuous surface, dark, slightly warm, with the grain of something that was poured rather than stacked. They describe rooms that, by the best measurements anyone has been able to make, are larger than the surface footprint of the buildings above them, which means the third level extends past the block boundaries the city has used to organize itself for 170 years, which means whoever built the third level did not care where the streets above were going to go.

One of the consistent details from the people who have been down there is that the third level is not empty. They are not describing furniture or anything like that. They are describing conduits in the walls that only becomes something which is no longer flowing. All that's left is a residue against the inside of the channel. Niches in the corridor walls that have been emptied, the niches themselves uniform enough that whatever was in them was probably part of a set.

The plinths are the detail that has unsettled the most experienced explorers. They are not arranged at random. In the rooms where measurements have been possible, the plinths sit at the corners of geometries that imply a center. And the floor at that center, every single time, contains a slightly different colored inlay than the surrounding stone. The inlay is always circular. It is always between 3 and 5 ft across. And when probed with a magnet on a string, the inlay attracts the magnet weakly but unmistakably in a way that ordinary stone never does. Whatever the inlays were made of, they are responsive. Whatever the plinths once held, those objects were arranged around a focal point that the floor itself was tuned to receive.

The explorers describe one other thing with enough consistency that it has become a small folk pattern in the community of people who study the lower Portland levels. They describe a particular sound. A low, almost subaudible vibration, never quite loud enough to be sure you are hearing it, that comes and goes in cycles of several minutes. It is loudest, they say, in the long corridor that runs roughly north under the modern alignment of 4th Avenue. Beginning under what is today a parking structure and continuing for an unmeasured distance toward the area beneath the present location of Union Station.

Whatever produces the vibration is not on any infrastructure plan the city of Portland has published. The water bureau denies knowing of it. The gas company denies knowing of it. The light rail tunnels run nowhere near it. And yet it is there, intermittent and patient, on a schedule that nobody has been able to correlate to anything happening on the surface.

Two of the more experienced explorers working independently in 2008 and again in 2013 took rudimentary equipment with them on separate descents to try and characterize the sound. One used a borrowed seismometer from a colleague at the geology department of a regional university. The other used a sensitive audio recorder of the kind ornithologists carry into the field. Their two recordings, when later compared by a sound engineer who was asked not to be named, showed the same fundamental frequency. A frequency consistent across five years and two different devices in a range that overlaps with what some researchers have proposed as a global resonance frequency of the Earth itself. Whether that overlap is coincidence or signal is a question neither explorer felt qualified to answer in writing. Both have since stopped descending. Neither has publicly retracted what they recorded.

The Tartarian framework, which researchers outside the academic mainstream have been using for years to read the architecture of other American cities, gives us a vocabulary for what the third level might actually be. In that framework, the cities of the 18th and 19th centuries did not rise from raw frontier as the textbooks describe. They were grafted onto an older substrate, a global construction layer that predated the political units we now recognize. A layer associated, in the records that survive, with a civilization the maps of pre-revolutionary Europe routinely labeled Grand Tartary, or simply Tartaria. That older substrate, the framework argues, was technologically distinct from anything that came after it. It used acoustics, mineral chemistry, and what one is forced to call resonance as load-bearing parts of its architecture. It built domed assembly spaces and radio chambers because those geometries were functional, not decorative. And it laid down conduits and plinths and arrayed niches because the buildings themselves were in some sense machines.

When the older civilization ended and the framework is honest enough to admit that nobody is sure exactly when or how, the new occupants of the territory found a continent already provisioned with foundations, with substructures, with whole districts that simply needed a roof and a name. The early American cities, in this reading, did not build their downtowns out of nothing. They moved into a downtown that was already partly there, sealed off the parts they did not understand, claimed the upper layer as their work, and over time produced the history we are given in school. Portland, founded so improbably late, so far west, with such immediate sophistication of grid and infrastructure, fits this pattern almost too neatly.

The seawall project of the 1920s did not just protect the riverfront. It sealed a doorway. The closures of the access shafts to the second level in the 1930s and 1940s did not just respond to safety concerns, they closed a doorway. And whatever the third level is, it is what those doorways were keeping out of public view.

The hand-drawn map I mentioned at the start of this video, the one passed between a small circle of urban explorers, shows the three levels in cross-section. The first level appears as a shallow web, perhaps 15 to 25 ft below the modern street grade, following the outlines of 19th-century property lines. The second level appears about 60 ft down, drawn in heavier ink with the radial chambers marked as small flowers along certain blocks. The third level is drawn lightly, almost in pencil, beginning at around 140 ft and continuing past the bottom of the page. The cartographer, whose name has never been published, marked the third level with a single annotation in the corner of the sheet. The annotation reads, in tight handwriting, "Do not assume the bottom."

That phrase has lodged itself in the small community of researchers who work on this material. "Do not assume the bottom." "Do not assume that the third level is the deepest layer." "Do not assume that Portland has only as many strata below it as you have managed to descend through."

The geological record beneath the Willamette Valley is complicated. The valley is a basin filled by repeated catastrophic floods, the Missoula floods, which scoured the region during the last ice age, and dumped sediments hundreds of feet deep across the Pacific Northwest. The conventional account treats those sediments as a clean stratigraphic curtain, a barrier between the present surface and any older bedrock. But conventional accounts have a poor history with this city. And the explorers who have come back from the third level say the floor of the third level is not earth. It is a continuation of the same dark poured surface that makes up the walls. Which means the third level has a ceiling but no floor anyone has yet found. Which means there may be a fourth level. And the map's instruction, "Do not assume the bottom." may be the most honest thing anyone has written about Portland in 100 years.

Why has none of this been mapped publicly? The simple answer is that the city, like every American city with this kind of substructure, has institutional reasons not to map it. A public acknowledgement that the foundations beneath downtown are older than the city's own history would unsettle every claim of original construction by the early property owners and through them, the property records, the heritage designations, and the careful narrative of pioneer founding that municipal identity depends on.

The complicated answer is that the people who have tried to map it publicly have run into obstacles that go well beyond ordinary bureaucratic resistance. In the late 1970s, a small team of architectural historians associated with one of the state universities began a survey of underground spaces in downtown Portland. They obtained the necessary permits, they coordinated with property owners, they did everything by the book. Their initial report was unremarkable. Their second report, never released, was reportedly far less unremarkable. The team disbanded after the principal investigator left the university under circumstances that contemporaries described as unusual. Two of the three remaining researchers moved out of the region within a year. The third, the youngest, gave a short interview to a local public radio program in 1981 in which she said only that the survey had revealed things that the funding body was unwilling to publish and that she could not, under the terms of her remaining grant obligations, discuss further. She died in a single-vehicle accident on a coastal highway in 1983. The unreleased second report has never surfaced.

In the 1990s, a private researcher began posting photographs and rough sketches of the second level on early internet forums. His material was unusually credible. He named specific access points, gave compass bearings and rough depths, and showed photographs of brickwork patterns that matched in detail the patterns documented in the substructures of much older Eurasian harbor cities. His forum account stopped updating in 1997. The forum itself, never archived in any of the standard places, went offline shortly afterward. His material survives in fragments on a few preservationist sites, but the original photographs are gone.

A third incident, less often discussed because the participant is still alive, occurred in 2011. A geotechnical engineer doing routine ground penetrating radar work in advance of a planned condominium development near the riverfront produced scans that, according to two former colleagues, showed clear voids well below the depth the project required them to investigate. The voids did not match any utility on file. The engineer, a careful man with no prior interest in the unofficial history of his city, included the deeper anomalies in his preliminary report and was told to remove them before the report went to the client. He did. The development was built. The voids, if they are still where his radar found them, are now sitting under approximately 240 residential units whose owners have never been informed of what their building is standing on. The engineer left the firm within 6 months and now works in a related field in a different state. He does not give interviews on the subject and has asked, through an intermediary, that his name not be associated with the story.

You can decide for yourself what story those incidents tell. You can decide that they are coincidences, that academic projects fall apart, and that early internet forums vanished routinely. You can also notice that the pattern, where it appears, points in one direction, toward not mapping, toward not asking, toward the official explanation that the tunnels beneath Portland are shallow, brick-lined, 19th century, and largely closed for safety. That official explanation is the surface story. The first level is the surface story made physical. The second level is the floor of the surface story, where the boards begin to creak. The third level is what the surface story has been built to hide.

What was the third level for? The most cautious answer is that nobody alive knows. The honest answer is that the framework which fits the evidence best, however unwilling mainstream history is to consider it, points to a function the modern world has no contemporary analog for. The radial chambers above and the great vaulted corridor below suggest a structure designed to collect, route, and store something. Not water, although water may have been a working fluid in part of the system. Not gas, although gas may have been used to keep certain pressure stable. What the geometry, the materials, and the residue patterns together suggest is the routing of a current, possibly electrical, possibly something that we would today call electrical, but that the builders may have understood in a different category of physics. The plinths in the third level rooms held devices. The conduits in the walls carried potential. The niches displayed instruments, and the entire system, layered city above layered city, was the way a previous civilization powered, lit, and communicated within itself using the building itself as the apparatus.

If that is even partly true, then Portland is not a city that was built on a frontier. Portland is a city that was set down on top of a machine. The machine no longer runs at full capacity, or it runs at a capacity nobody on the surface today is permitted to measure. The low vibration that explorers hear in the corridor, beneath Fourth Avenue, may be the only audible trace of the machine still in motion. The sealed doorways at every transition between levels are not safety closures. They are the equivalent of unplugging a wall from a panel and putting tape over the socket so that nobody in the next generation accidentally tries to use what their grandparents could not understand.

There is one more detail worth giving you. Because of all the details in this story, it is the one that has stayed with me longest. The hand-drawn map of the three levels was, according to the explorers who have copies of it, only one of a set. The original cartographer drew similar cross-sections for at least five other American cities: Seattle, San Francisco, St. Louis, Cincinnati, and Charleston. The cross-sections do not all show the same number of levels. St. Louis is drawn with four. Charleston is drawn with five. The deepest level of every one of those maps carries the same annotation in the same tight handwriting in the corner of the sheet. Do not assume the bottom.

The work that has been quietly accumulating, video by video and notebook by notebook, in the small community of researchers willing to take this material seriously, is the work of comparing those cross-sections, of finding the places where the substructures of distant American cities match each other in ways the official histories cannot explain, and of asking the only question that follows. If the foundations of these cities were laid by the same hand, by the same vocabulary of geometry and material, then the country we believe we live on top of is younger than we are told, and is sitting on top of a country we have not been told about. Portland's three levels are not an isolated anomaly. They are an entry in a register. The register exists. The register can be read. The register is being slowly, quietly completed by people who do not appear on any official roster and who pass their findings hand to hand because the standard channels are not available to them. You are now one of those people in the only sense that matters. You know the levels exist. You know the official story does not account for them. You know the institutional response to anyone who tries to publish on them. And you know the name on the corner of the map. Do not assume the bottom.
